# UAE RoHS (Cabinet Resolution 10/2017) for Electronics Manufacturers

Master the UAE's Cabinet Resolution 10/2017 on hazardous substances in electrical and electronic equipment — the ECAS and EQM conformity pathways, the ten restricted substances, and MoIAT's certification process — and bring electronics into the UAE without a held shipment or a rejected technical file.

The UAE runs its own restriction-of-hazardous-substances regime for electrical and electronic equipment, and passing EU RoHS or getting a CE mark does not, by itself, clear a product for the UAE market. Cabinet Resolution No. 10 of 2017 — implemented today by MoIAT (the Ministry of Industry and Advanced Technology, which absorbed the former Emirates Authority for Standardization and Metrology, ESMA, in 2020) — restricts the same ten substances as EU RoHS, at the same thresholds, across the same eleven product categories. But it requires its own independent conformity assessment: a UAE-registered local applicant, a technical file reviewed by a MoIAT-notified body, and a certificate issued under one of two distinct pathways — ECAS or EQM — before a product can legally be sold. Assuming a CE mark or an EU RoHS Declaration of Conformity is sufficient on its own is one of the fastest ways to have a shipment held at UAE customs. This course takes you from first principles to complete practical compliance. You'll learn exactly how Cabinet Resolution 10/2017 is structured, how MoIAT and its predecessor ESMA fit into the UAE's regulatory landscape, and how the resolution's scope, restricted substances, and exemptions compare directly to EU RoHS 2011/65/EU and RoHS 3. You'll master the ECAS and EQM conformity assessment pathways in full — what each actually requires, how to choose between them, how to build a technical file that survives review, and which testing standards actually apply. You'll navigate Arabic-language documentation requirements, the 2024 conformity-mark overhaul, UAE customs clearance, and market surveillance, and you'll understand exactly how enforcement, penalties, and the still-pending GCC-wide RoHS regulation could reshape this landscape going forward. By the end, you'll have a complete, defensible playbook: how to classify a product against the eleven regulated categories, how to test and document it against the ten restricted substances and their exemptions, how to choose and complete the right MoIAT conformity pathway, how to label it correctly under the current marking rules, and how to clear a first shipment through UAE customs without an avoidable delay. Eight downloadable tools carry that playbook into your own compliance files, and a companion book gives you a reference you'll return to long after you finish the video. This course contains the use of artificial intelligence for asthetic purposes.

*   8 downloadable resources included

## What you'll learn

* Determine which Annex 3/4 exemptions genuinely apply to a specific product, and document that determination defensibly
* Choose between the ECAS and EQM conformity assessment pathways and build a technical file that survives MoIAT review
* Apply the correct testing standards, including the IEC 62321 series, and reuse existing accredited test data where possible
* Meet Arabic-language documentation, labelling, and the 2024 conformity-mark transition requirements
* Navigate UAE customs clearance and market surveillance, and understand real enforcement and penalty exposure

## Requirements

* ·No prior experience with UAE or MoIAT regulation is assumed
* ·Helpful (not required) to have familiarity with EU RoHS 2011/65/EU, since the UAE's substance list and thresholds closely track it
* ·A specific product or product category in mind will make the worked examples more useful, but isn't required
