# Australia Customs Tariff for Electronics: HS Codes, Import Duty, and GST

Importing electronics into Australia is tariff-favourable — most IT equipment enters at 0% duty under Australia's ITA commitments. The complexity sits elsewhere: correct HS classification, GST obligations for overseas sellers, and ABF customs clearance procedures. This guide walks hardware importers and overseas manufacturers through each stage of the Australian import process.

## Australian tariff framework for electronics

### Australian Customs Tariff and HS classification system

Australia's import duties are governed by the Customs Tariff Act 1995, which adopts the WCO Harmonized System (HS) as its classification framework. Schedule 3 of the Act is the operative tariff schedule, structured by HS chapter. Electronics fall primarily in Chapters 84 (machinery, computers), 85 (electrical equipment, consumer electronics), and 90 (measuring instruments). Australia uses 10-digit statistical codes that extend beyond the 6-digit HS base — the last four digits are for Australian statistical purposes and do not affect duty rates. Tariff Concession Orders (TCOs) can reduce duty to 0% for specific goods where no Australian manufacturer objects.

### ITA (Information Technology Agreement) — why most electronics enter at 0% duty

Australia is a signatory to the WTO Information Technology Agreement (ITA) and its 2015 expansion (ITA-II). Under ITA commitments, bound tariff rates for a broad range of IT products — computers, semiconductors, telecoms equipment, test and measurement instruments, and related parts — are set at 0%. This covers the majority of electronic hardware shipped into Australia commercially. The ITA elimination schedule is complete for most product categories. However, not all electronics are ITA-bound — consumer audio-visual equipment, certain batteries, and some components may carry residual duties of up to 5%. Always verify the specific tariff item in Schedule 3.

### GST on low-value imports (LVI) — the $1,000 AUD threshold abolition

Prior to 2018, imports below AUD 1,000 were exempt from GST under the low-value threshold. From 1 July 2018, that exemption was abolished for consumer goods sold by overseas vendors to Australian consumers. Overseas sellers with annual Australian revenue above AUD 75,000 must register for Australian GST, collect 10% GST at point of sale, and remit to the ATO. For B2B sales where the importer is GST-registered, GST is assessed and recoverable as an input tax credit. For consumer direct imports, GST is collected by the platform or vendor. This applies regardless of whether goods are shipped individually or in bulk — there is no longer a per-consignment GST-free threshold for consumer goods.

### Australian Border Force (ABF) clearance process and import declarations

The ABF administers customs clearance through its Integrated Cargo System (ICS), now transitioning to the Trade Community System (TCS). Commercial shipments above AUD 1,000 customs value require a formal Import Declaration (Form B650 or electronic equivalent). Below AUD 1,000, a self-assessed clearance (SAC) applies. The importer of record must be an Australian entity or a licensed customs broker acting on their behalf. ABF applies a risk-based approach to physical inspection — most compliant commercial consignments clear electronically. Import permits may additionally be required for specific product categories (e.g., devices subject to radiocommunications import conditions under the ACMA framework).

## Import process: classification to clearance

01

Classify your product under the Australian Customs Tariff (Schedule 3 of the Customs Tariff Act 1995). Use the WCO HS chapter headings as a starting point, then identify the correct 10-digit Australian statistical code. The ABF provides a tariff classification enquiry service for complex or borderline classifications.

02

Determine the applicable duty rate. Most IT equipment (computers, networking gear, semiconductors, test instruments) enters at 0% under ITA commitments. Consumer AV equipment and some non-ITA electronics may attract rates up to 5%. Check whether a Tariff Concession Order (TCO) exists for your specific product — TCOs can reduce duty to 0% where no equivalent Australian-made product exists.

03

Register for Australian GST if selling directly to Australian consumers and annual Australian revenue exceeds AUD 75,000. Overseas sellers must register with the ATO, collect 10% GST at point of sale, and lodge quarterly BAS returns. For B2B sales to GST-registered importers, GST is managed by the importer through their own BAS.

04

File the import declaration via the ABF Trade Community System (TCS) or engage a licensed customs broker. For shipments above AUD 1,000 customs value, a formal Import Declaration (entry) is required before goods are released. Ensure the commercial invoice accurately states the transaction value — ABF uses the transaction value method (WTO Customs Valuation Agreement) as the primary basis for duty and GST assessment.

05

Pay applicable GST (10% of the customs value plus duty plus international freight and insurance) and any customs duty at the time of import declaration lodgement, or on account if operating under a periodic settlement permission. Retain all import documentation for 5 years — ABF may audit import records up to that period.

## Frequently asked questions

### What duty rate applies to consumer electronics imported into Australia?

Most consumer electronics and IT equipment import at 0% duty under Australia's ITA commitments. This covers computers, smartphones, networking equipment, semiconductors, monitors, printers, and telecoms devices. Some consumer electronics outside ITA scope — such as certain audio-visual equipment and batteries — may attract residual general rates, historically 5% but often reduced to 0% by Tariff Concession Orders. The definitive rate for any product is found in Schedule 3 of the Customs Tariff Act 1995 against the specific 10-digit tariff item. When in doubt, seek a tariff classification ruling from the ABF or engage a licensed customs broker.

### When does GST apply to goods imported by consumers?

Since 1 July 2018, GST at 10% applies to all consumer goods imported into Australia, regardless of value. The $1,000 AUD low-value threshold exemption was abolished. For goods sold by overseas vendors directly to Australian consumers, the vendor (or the electronic distribution platform) must collect GST if their annual Australian revenue exceeds AUD 75,000. For goods imported commercially by a GST-registered Australian business, GST is paid at the border and claimed back as an input tax credit. There is no longer a consumer de minimis threshold for GST purposes.

### What is the de minimis import threshold in Australia?

Australia's de minimis threshold for customs duty purposes is AUD 1,000 of customs value. Goods below this value imported in a single consignment may use the self-assessed clearance (SAC) process rather than a formal import entry, and no customs duty is payable. However, GST still applies to consumer goods below this threshold when sold by registered overseas vendors. The de minimis threshold does not provide a GST exemption — it only simplifies the customs declaration process. Commercial importers regularly bringing goods below AUD 1,000 individually but in aggregate volume should confirm their customs broker's SAC procedures.

### How does Australia's ITA participation affect electronics tariffs?

Australia bound its ITA tariffs at 0% as part of its WTO commitments, covering a broad range of IT products. The ITA expansion (ITA-II) in 2015 extended 0% coverage to additional product categories including certain medical devices, advanced semiconductors, GPS equipment, and touch screens. The practical effect is that the overwhelming majority of electronic hardware enters Australia at 0% customs duty from any WTO member country — ITA benefits apply on a most-favoured-nation (MFN) basis, not only to ITA signatories. This makes Australia one of the most accessible developed markets for electronics from a tariff perspective.
