For government project sales, ALMM registration from MNRE is an additional requirement on top of BIS CRS — the two schemes serve different purposes and are both mandatory in those scenarios. Identify the specific IS standard for your product. For PV modules, IS 14286 (crystalline silicon) or relevant IEC standards are referenced. 02 ### Get product tested at BIS-recognized laboratory Submit product samples to a BIS-recognized testing laboratory. For solar products, labs must be BIS-recognized for the specific solar standard. NABL-accredited labs with BIS recognition are preferred. Testing can be done outside India at ILAC-accredited labs in many cases. 03 ### Check ALMM registration if selling to government projects Solar panels and cells sold to government-funded or ISTS-connected projects must also be on the Approved List of Models and Manufacturers (ALMM) maintained by MNRE. ALMM is separate from BIS CRS — both may be required for government project sales. 04 ### Appoint Authorized Indian Representative (for foreign manufacturers) Overseas manufacturers must appoint an AIR with a permanent registered address in India. The AIR holds all BIS correspondence and is the responsible party in India for compliance. 05 ### Submit CRS application on BIS portal Register on the BIS CRS portal, complete the application, upload test reports, factory details, and technical documents. Pay the prescribed fee. Yes. Solar photovoltaic modules are covered under the Solar Photovoltaic Systems, Devices and Components Goods (Quality Control) Order, making BIS CRS mandatory. This applies to both domestically manufactured and imported PV modules. Panels sold without BIS CRS registration are non-compliant and can be seized. The same applies to solar inverters and charge controllers under separate QCOs. ### What is ALMM and is it separate from BIS CRS? ALMM (Approved List of Models and Manufacturers) is maintained by MNRE (Ministry of New and Renewable Energy) and applies specifically to solar cells and modules used in government-funded solar projects or projects connected to inter-state transmission systems. BIS CRS is a mandatory market-access requirement for all sales. ALMM is an additional requirement for project eligibility. A solar panel company needs both — BIS CRS to legally sell in India, and ALMM registration to bid on government projects. ### Can I use IEC test reports for BIS CRS of solar panels? Solar product standards in India reference or align with IEC standards. For IS 14286 (crystalline silicon modules), BIS accepts IEC 61215 and IEC 61730 test reports from recognized laboratories as substantially equivalent. However, always verify the current BIS notification for your specific product standard — some standards require India-specific additional testing. The lab must be BIS-recognized for the specific IS standard. ### Do lithium-ion batteries for solar storage need BIS CRS? Yes. Lithium-ion battery cells and battery packs are covered under MEITY's compulsory registration notifications. The applicable standard is the IS 16046 series (aligning with IEC 62133). Storage batteries — whether used in solar applications or other purposes — require CRS registration before sale in India.
