# BIS CRS vs ISI Mark: Which Certification Does Your Product Need?

India's Bureau of Indian Standards runs two distinct conformity schemes: CRS for electronics and IT goods, and ISI Mark for industrial and household products. Choosing the wrong one wastes months and thousands of rupees in application fees.

## What is BIS CRS (Compulsory Registration Scheme)?

BIS CRS is a self-registration scheme for electronics and information technology goods. Introduced under the BIS Act 2016 Section 10(1), it applies to products notified by the Ministry of Electronics and Information Technology (MeitY) and other ministries as compulsorily registrable.

CRS does not require a factory audit. The manufacturer submits test reports from BIS-recognized labs, self-declares conformity, and receives a registration number. The Standard Mark with the R-Number must then appear on the product and packaging.

The scheme is designed for fast-moving consumer electronics where factory audits would create unacceptable delays. Most CRS registrations complete in 15-30 days after test report submission.

## What is BIS ISI Mark?

BIS ISI Mark is the traditional certification scheme under the BIS Act 2016 Section 14. It applies to industrial products, household appliances, chemicals, and building materials where quality consistency and manufacturing process control are critical.

ISI Mark certification requires a detailed factory audit by BIS inspectors. The audit examines manufacturing processes, quality control systems, testing facilities, and raw material traceability. This is why ISI Mark certification takes 90-120 days and requires ongoing surveillance audits.

The ISI Mark itself carries the license number (CM/L-xxxxx) and signifies that the product meets the relevant Indian Standard (IS) specification and that the manufacturing facility maintains adequate quality systems.

## Frequently asked questions

### Can a product require both BIS CRS and ISI Mark?

Generally no — a product falls under one scheme based on its category. However, if your product contains sub-components that fall under different categories, each component may need its own compliance. For example, a laptop needs CRS registration as a whole, but its power adapter may also need separate CRS registration if sold standalone.

### What happens if I apply for the wrong certification?

If you apply for ISI Mark when CRS applies, BIS will reject your application after initial review. If you apply for CRS when ISI Mark is required, you may get registration but face enforcement action later. ### Do foreign manufacturers need a different approach?

Foreign manufacturers can apply for both CRS and ISI Mark, but must appoint an Authorized Indian Representative (AIR) with a permanent address in India. For CRS, the AIR handles the registration. For ISI, the AIR coordinates factory audits if the manufacturing facility is overseas — though ISI Mark is rarely sought by foreign manufacturers due to the factory audit requirement.

### Is the testing laboratory the same for both schemes?

No. CRS requires testing at BIS-recognized labs (often foreign labs with ILAC accreditation are accepted). ISI Mark requires testing at BIS-approved labs in India specifically. For CRS, you can use test reports from accredited labs abroad. For ISI Mark, samples are typically tested in India even for foreign manufacturers.
