# BIS Technical Construction File (TCF): Complete Documentation Guide

The Technical Construction File is the evidence package that justifies your BIS CRS registration. While BIS does not review it in detail during registration, market surveillance authorities can demand it at any time. A well-structured TCF is your defense against compliance challenges.

## The 13 mandatory TCF sections

### Cover page and product identification

Product name, model number, brand, manufacturer's name and address, Indian Standard number, and R-Number (once assigned). This page serves as the document index reference.

### Application form and correspondence

Copy of the BIS CRS application form (Form A), fee payment receipts, and any correspondence with BIS regarding the application. Shows the official application trail.

### Test report from recognized laboratory

Complete test report as per the applicable Indian Standard, issued by a BIS-recognized laboratory within 90 days. Must include all test parameters, results, and lab accreditation details.

Detailed technical description including functional block diagrams, circuit diagrams (if applicable), mechanical drawings, bill of materials, and rated specifications (voltage, power, dimensions).

Manufacturer's signed declaration stating the product conforms to the applicable Indian Standard, and that the information provided is true and accurate. Must be on company letterhead.

## Frequently asked questions

### Does BIS review the TCF before granting registration?

BIS does not conduct a detailed technical review of the TCF for CRS registration. The TCF is prepared and retained by the manufacturer for presentation during market surveillance inspections. However, BIS may request specific sections if they have queries about the application. The test report is the primary document BIS verifies.

### How long must I keep the TCF?

You must maintain the TCF for the duration of the CRS registration plus two years after registration lapses. Since CRS registration is valid for 2 years, effectively you need to retain TCFs for at least 4 years from the date of registration. BIS may request the TCF at any time during this period.

### Can I update the TCF after registration?

Yes, and you should update it whenever there are changes to the product, manufacturing process, or labeling. Maintain a version history log (Section 13) documenting what changed and when. Significant changes affecting product conformity may require notification to BIS or even fresh testing and registration.

### Is the TCF format standardized by BIS?

BIS does not mandate a specific format for the TCF, but the 13 sections listed above represent industry best practice and cover all elements BIS inspectors typically request. ### Do I need separate TCFs for each product model?

Yes, each product model or variant with distinct specifications should have its own TCF. If you have multiple models that differ only cosmetically (same electrical design, same safety characteristics), you may combine them in one TCF with clear differentiation. When in doubt, separate TCFs are safer.
