# Brazil ANATEL Homologação — Certification for Connected Products

All telecommunications equipment and radio products sold or used in Brazil must be certified (homologado) by ANATEL — the National Telecommunications Agency (Agência Nacional de Telecomunicações). ANATEL homologação is mandatory before importation or commercialisation, requires local testing by an accredited OCD lab or acceptance of certain foreign test data, and involves an online submission process through the Mosaico platform.

## ANATEL certification scope and product categories

### Category I — Homologação Obrigatória (Mandatory Certification)

**Detail:** Products that use radio frequency spectrum: Wi-Fi (2.4 GHz and 5 GHz), Bluetooth, cellular (2G/3G/4G/5G), Zigbee, LoRa, RFID, and all other radio-interface products. Full ANATEL homologação by an OCD-accredited laboratory is required before importation or commercialisation. This covers virtually all connected hardware products.

### Category II — Homologação Simplificada (Simplified Certification)

**Detail:** Telecommunications terminal equipment that does not use radio frequency spectrum — examples include VoIP adapters and passive network equipment. A streamlined assessment process with reduced documentation requirements applies, though registration on the Mosaico platform is still mandatory.

### Category III — Auto-Declaração (Self-Declaration)

**Detail:** A limited set of low-risk categories where self-declaration by the manufacturer is accepted. Eligible categories are defined by ANATEL resolution. Confirm eligibility carefully — incorrectly self-declaring a Category I product exposes the importer to enforcement action and customs detention.

### Telecommunications Equipment Scope

**Detail:** ANATEL's definition of telecommunications equipment under Law 9.472/97 is broader than the EU RED or FCC Part 15 scope. Passive network accessories and some ancillary equipment that would be out-of-scope in other markets may fall within ANATEL's mandate. When in doubt, consult an OCD lab for a preliminary scope determination.

## Homologação process and OCD labs

Prepare technical documentation: product description, circuit block diagram, schematics, user manual in Portuguese. The Portuguese user manual is a hard requirement — a translation of an English manual is acceptable but must be complete and accurate.

Engage an ANATEL-designated OCD (Organismo de Certificação Designado) laboratory. Accredited OCDs include IBRACE, CEITEC, UL do Brasil, SGS Brasil, TÜV SÜD Brasil, and Inmetro-accredited laboratories. Confirm the OCD is designated for your specific product category.

Submit product samples to the OCD for testing — RF measurements against applicable ABNT NBR standards, EMC, and electrical safety if within scope. Typical sample requirement is 2–3 units for standard radio products.

The OCD issues a Relatório de Ensaio (test report) and, upon satisfactory results, a Certificado de Conformidade (certificate of conformity). These documents are required for Mosaico registration.

The manufacturer or its authorised Brazilian representative registers the product on the ANATEL Mosaico platform (mosaico.anatel.gov.br). A Brazilian CNPJ (company registration number) is required to access the platform — foreign manufacturers must appoint a Brazilian entity as authorised representative.

ANATEL reviews the Mosaico submission — typical review period is 6–8 weeks for new product submissions. Expedited review may be available for product families with existing ANATEL certifications.

Upon approval, ANATEL issues the homologação certificate and certification number. The certification number must appear on the product label and packaging.

## Test standards and CE/FCC data reuse

ANATEL follows ABNT NBR standards (Brazilian National Standards) which are substantially harmonised with IEC and ETSI standards. ABNT NBR 15700 (Bluetooth) is the Brazilian equivalent of ETSI EN 300 328. ABNT NBR 16440/16441 series covers Wi-Fi.

Test data from IECEE CB scheme-accredited laboratories or FCC-accredited labs can be partially accepted by OCDs. The OCD performs a gap analysis to identify differences between the ABNT NBR standard and the foreign standard used in the existing test report.

Common gap areas requiring supplementary testing: Portuguese-language user manual verification, power supply voltage compatibility (Brazil uses both 127V and 220V depending on region), and SAR testing to ANATEL Resolução 303/2002 for mobile and body-worn devices.

Bluetooth (ABNT NBR 15700 / ETSI EN 300 328 equivalent): gap analysis between EN 300 328 test data and ABNT NBR 15700 requirements typically identifies minor protocol verification differences. Supplementary testing is usually limited.

Wi-Fi 2.4 GHz and 5 GHz (ABNT NBR 16440/16441 series): similar structure to ETSI EN 300 328/EN 301 893. FCC Part 15 or CE test data is a useful starting point but Brazilian channel plans and EIRP limits must be verified against ABNT NBR parameters.

## ANATEL labelling and market access

### Mandatory ANATEL Label

**Detail:** The ANATEL homologação number and certificate validity period must appear on the product label. The label must be in Portuguese. ANATEL provides the approved label artwork format on its website — use the official format, not a custom design.

### INMETRO Compulsory Certification

**Detail:** Separate from ANATEL, INMETRO (National Institute of Metrology, Quality and Technology) mandates certification for products on its compulsory list — including certain power supplies, batteries, and cables. Check the current INMETRO portaria list. INMETRO and ANATEL certifications are independent obligations and both may be required for the same product.

### IBAMA Environmental Registry

**Detail:** Electrical and electronic equipment imported into Brazil must be registered with IBAMA (Brazilian environmental authority) under the PNRS (National Solid Waste Policy) e-waste regulation. IBAMA registration is an importer obligation and is separate from ANATEL and INMETRO certification. Failure to register can result in customs clearance issues.

### SISCOMEX Import Registration

**Detail:** Importing ANATEL-certified products requires correct classification in SISCOMEX (Brazil's integrated foreign trade system). The ANATEL homologação number must be declared in the import documentation. Customs agents in Brazil require the certification number to clear telecommunications equipment through customs.

### Can FCC or CE certification test data be reused for ANATEL homologação?

Partially. ANATEL OCDs can accept test data from IECEE CB scheme-accredited or FCC-accredited laboratories as input to a gap analysis. The OCD identifies parameters where ABNT NBR standards differ from the foreign standard used, and conducts supplementary testing to cover those gaps. ### Is ANATEL certification required for products sold through e-commerce to Brazilian consumers?

Yes. ANATEL homologação is required for any radio or telecommunications product sold or used in Brazil, including products sold through e-commerce platforms to Brazilian consumers. ANATEL and Brazilian customs authorities have increased enforcement of e-commerce imports — uncertified products are subject to seizure at customs, return to sender, and fines. Major Brazilian e-commerce platforms (Mercado Livre, Amazon Brasil) now require ANATEL certification documentation for telecommunications product listings.

### How long does ANATEL homologação take for a new connected product?

For a new product with no existing ANATEL certification history, the total timeline from OCD engagement to certificate issuance is typically 12–20 weeks: 2–4 weeks for OCD testing and certificate issuance, followed by 6–8 weeks for ANATEL Mosaico platform review. Products in families with existing ANATEL certifications may benefit from faster OCD processing. Engaging the OCD early and preparing complete documentation (including the Portuguese user manual) before sample submission is the most effective way to avoid delays.

### Does Brazil have a mutual recognition agreement with any country for radio equipment certification?

Brazil does not have a bilateral mutual recognition agreement (MRA) for radio equipment certification equivalent to the EU-US MRA or APEC TEL MRA framework. Test data acceptance by ANATEL OCDs is at the OCD's discretion based on gap analysis, not a formal MRA entitlement. ANATEL participates in CITEL (Inter-American Telecommunication Commission) and works toward regulatory harmonisation within Latin America, but no formal MRA that eliminates re-testing exists as of 2026.
