# WHMIS 2015: SDS and Labeling Requirements for Electronics Manufacturing in Canada

Electronics manufacturers handle hazardous products every day — from isopropyl alcohol and soldering flux to epoxy adhesives and compressed gases. ### WHMIS 2015 alignment with GHS

WHMIS 2015 replaced WHMIS 1988 and aligns Canada with the UN Globally Harmonized System (GHS) Revision 5. It is implemented through the Hazardous Products Act (HPA) and Hazardous Products Regulations (HPR), enforced by Health Canada at the federal level. Provincial and territorial occupational health and safety (OHS) legislation handles workplace-level obligations — worker training, SDS access, and employer duties. Electronics manufacturers are caught by WHMIS both as suppliers of hazardous products (soldering fluxes, cleaning solvents, adhesives) and as employers responsible for safe handling of those materials on the shop floor.

### The 16-section SDS format

WHMIS 2015 mandates a standardised 16-section Safety Data Sheet (SDS) format aligned with GHS. The sections are: 1 (Identification), 2 (Hazard identification), 3 (Composition/information on ingredients), 4 (First-aid measures), 5 (Fire-fighting measures), 6 (Accidental release measures), 7 (Handling and storage), 8 (Exposure controls/personal protective equipment), 9 (Physical and chemical properties), 10 (Stability and reactivity), 11 (Toxicological information), 12 (Ecological information), 13 (Disposal considerations), 14 (Transport information), 15 (Regulatory information), 16 (Other information). Sections 12–15 are not enforced by Health Canada under the HPA but are required by other regulations — transport information, for example, must comply with Transportation of Dangerous Goods Regulations (TDGR).

### WHMIS hazard classes and categories

WHMIS 2015 adopts GHS hazard classification with physical hazards (17 classes, including flammable liquids, oxidizers, and compressed gases), health hazards (10 classes, including acute toxicity, skin corrosion/irritation, and sensitization), and environmental hazards (aquatic toxicity — 2 classes). Each class is divided into categories of severity, with Category 1 representing the most severe. Electronics manufacturers regularly encounter Class IB flammable liquids such as isopropyl alcohol cleaning agents and flux solvents (flash point 23–60°C), Category 1 skin sensitizers including epoxy resins and acrylate adhesives, and compressed gases such as nitrogen and argon used in reflow ovens.

### Supplier label requirements under the HPR

Supplier labels under WHMIS 2015 must include the product identifier; name, address, and telephone number of the supplier; GHS diamond-shaped pictogram(s); signal word (Danger or Warning); hazard statement(s); precautionary statement(s); and any applicable supplemental label information. Bilingual labelling — English and French — is a federal requirement under both the Official Languages Act and the HPA. The label format is flexible: it may be integrated on the container, applied as a tag, or affixed as a placard, provided all required elements are present and clearly legible. Labels must be updated whenever the corresponding SDS is updated.

### Workplace labels and the employer's duty

When a hazardous product is transferred into a secondary container in the workplace — for example, isopropyl alcohol decanted from a bulk drum into a spray bottle, or soldering flux portioned into a smaller dispenser — the employer must apply a workplace label. A workplace label must include the product identifier, safe handling precautions, and a reference to the SDS. Workplace labels do not require the full supplier label format; they can be simpler, provided the three mandatory elements are present and visible. This is a common gap in electronics manufacturing facilities and one of the most frequently cited WHMIS violations during provincial OHS inspections.

### SDS update frequency and access obligations

SDSs must be updated when significant new information about hazards or safe handling becomes available, and at minimum every three years. Employers must ensure workers have access to current SDSs for all hazardous products present in the workplace — typically satisfied through an electronic SDS management system or physical binders accessible on the production floor. Under provincial OHS legislation — including Ontario O. Reg. 860 (WHMIS) — failure to maintain current SDSs and provide adequate worker training is a compliance offence. Corporate penalties in Ontario under the Occupational Health and Safety Act can reach $500,000, with individual directors and officers also personally liable.

## How to build a WHMIS 2015 compliance program

Confirm WHMIS applicability by identifying all hazardous products and materials present in your facility — from soldering fluxes and cleaning solvents to adhesives, compressed gases, and reflow oven process chemicals.

Classify each hazardous product according to the HPR hazard criteria — physical, health, and environmental classes — and determine the applicable hazard category (1 through 4, depending on the class) for each.

Prepare a compliant 16-section SDS in both English and French for each hazardous product your company supplies. Ensure Sections 1 through 11 and 16 meet HPR requirements, and populate Sections 12–15 with accurate transport and environmental data.

Design supplier labels that include all required elements under the HPR: product identifier, supplier contact details, GHS pictograms, signal word, hazard statements, and precautionary statements — in both official languages.

Establish an SDS management system that makes current SDSs accessible to all workers during every shift. Electronic systems should be accessible from the production floor without supervisor involvement; physical binders are acceptable but harder to keep current.

Train all workers who work with or near hazardous products on WHMIS 2015 hazard classes, how to read SDS sections, label elements, and safe handling procedures — and document the training with dates and worker sign-off.

Set a recurring review cycle to update SDSs at least every three years or immediately when new hazard data (toxicological studies, incident reports, new regulatory limits) becomes available for any ingredient.

## Frequently asked questions

### Does WHMIS apply to consumer products?

WHMIS under the Hazardous Products Act applies to hazardous products sold in a commercial or industrial context — that is, products sold for use in workplaces. Consumer products regulated under the Canada Consumer Product Safety Act (CCPSA) are generally exempt from WHMIS supplier label and SDS requirements. However, if a product that is also sold at retail is used in a workplace (for example, a commercially available solvent used on a production line), the employer's WHMIS workplace obligations — worker training, SDS access — still apply. Health Canada maintains published guidance on the WHMIS/CCPSA boundary.

### What languages must WHMIS labels be in?

All supplier labels for hazardous products sold in Canada must be bilingual — English and French — as required by the Hazardous Products Act and consistent with the Official Languages Act. This applies to all elements of the label: product identifier, hazard statements, precautionary statements, and supplier contact information. Workplace labels are subject to provincial OHS legislation: most provinces require the workplace label to be in both official languages, but the specific requirement depends on the provincial regulation. In practice, bilingual workplace labels are the standard across Canada.

### How often must SDSs be updated?

Under the Hazardous Products Regulations, an SDS must be reviewed and updated within 90 days of a supplier obtaining significant new data about the hazards of a hazardous product or the ways of protecting against those hazards. In the absence of new data, SDSs must be reviewed and updated at least every three years. The date of the most recent update must appear in Section 16 (Other information) of the SDS. Employers must replace outdated SDSs in their management system as soon as an updated version is received from the supplier.

### Do imported hazardous products need Canadian WHMIS SDSs?

Yes. Any importer who imports a hazardous product into Canada for use, sale, or distribution is treated as a 'supplier' under the Hazardous Products Act and is responsible for ensuring the product has a compliant WHMIS 2015 SDS and supplier label before it enters the workplace. If the foreign manufacturer provides a GHS-compliant SDS, the importer must verify it meets all HPR requirements — including the bilingual label requirement — and update or supplement the SDS where it falls short. Simply relying on a US SDS (formatted to OSHA HazCom 2012) is not sufficient; Canadian regulatory information (Section 15) must reference Canadian regulations, not US ones.
