# CE Compliance for Security Cameras and CCTV Systems

Complete compliance guide for security cameras, CCTV systems, and surveillance equipment. Learn which directives apply, what testing is required, and how to build an review-ready technical file.

## Security cameras and CE marking

Security cameras and CCTV systems are electronic products that typically fall under multiple CE marking directives. Modern surveillance equipment often includes wireless connectivity (Wi-Fi), video processing electronics, and various power options, which means RED, EMC, RoHS, and LVD usually apply.

Most security cameras can self-certify under Module A if you apply the appropriate harmonised standards. The key is understanding which directives apply based on your product's features — wired vs wireless, mains vs battery powered, indoor vs outdoor use.

## Applicable directives

RED

### Radio Equipment Directive 2014/53/EU

Wireless security cameras, IP cameras with Wi-Fi, and any surveillance equipment with radio transmission.

EMC

### EMC Directive 2014/30/EU

All security electronics that can cause or be affected by electromagnetic disturbances — cameras, DVRs, NVRs, and accessories.

LVD

### Low Voltage Directive 2014/35/EU

Mains-powered cameras, PoE injectors, and any surveillance equipment operating at 50–1000V AC or 75–1500V DC.

RoHS

### RoHS Directive 2011/65/EU

All security electronic equipment — restricts hazardous substances in components and materials.

GPSR

### General Product Safety Regulation 2023/988

Consumer-facing security cameras not covered by sector-specific legislation — from December 2024.

## CE compliance process

01

Identify connectivity type

Determine if your security camera is wired, wireless (Wi-Fi), or uses cellular. Wireless cameras need RED compliance. PoE cameras need LVD compliance.

Assess power requirements

Mains-powered cameras and PoE systems need LVD. Battery-powered wireless cameras need Battery Regulation. Solar-powered cameras have additional considerations.

Plan EMC testing

Security cameras must pass both emissions and immunity tests. Video transmission circuits can cause emissions. Outdoor cameras need surge immunity testing.

Complete RoHS documentation

Build supplier declarations for all RoHS-relevant components. Security cameras contain complex PCBs with many electronic components.

Compile technical file

Include product description, risk assessment, BOM with RoHS data, test reports, user manual, and EU Declaration of Conformity. Retain for 10 years.

Affix CE mark

Apply CE mark to product, packaging, or manual. For outdoor cameras, ensure the mark is durable and weather-resistant.

## Frequently Asked Questions

### Do security cameras require GDPR compliance?

GDPR is a data protection regulation, not a CE marking directive. However, security cameras that process personal data must comply with GDPR separately from CE marking. CE marking covers product safety and electromagnetic compatibility, while GDPR covers data protection and privacy.

### Are there special requirements for outdoor security cameras?

Outdoor cameras need additional EMC immunity testing for surge and lightning protection. They may also need IP rating compliance for weather resistance. The CE mark itself must be durable enough to withstand outdoor conditions.

### What about CCTV systems with multiple cameras?

Each camera needs its own CE marking if it's a standalone product. The entire system (DVR/NVR plus cameras) may need assessment as a system if sold together. Document how individual components comply and how the integrated system meets requirements.

### Do I need to test every camera model?

Not necessarily. If models are functionally identical and use the same internal electronics, you can use a family declaration. Document the technical rationale. Significant differences in radio modules or power circuits require separate testing.

### What are the specific EMC challenges for security cameras?

Security cameras often combine video processing, wireless transmission, and sometimes infrared illumination. These can generate emissions. Outdoor cameras must also be immune to environmental electromagnetic disturbances. Proper filtering and shielding are critical.
