# CE Compliance for Smart Meters and Energy Monitoring Devices

Smart meters used for billing are among the most regulated products in the EU — they fall under the Measuring Instruments Directive (MID), require Notified Body involvement, and face additional cybersecurity requirements from the RED delegated act from August 2025.

## Applicable directives

MID

### Measuring Instruments Directive 2014/32/EU

Electricity meters, water meters, gas meters, heat meters, and measuring instruments used for legally relevant measurements. Smart meters for billing purposes fall directly in scope.

MID requires Notified Body examination for most meter types. The metrological module chosen (B, D, F, etc.) determines the conformity assessment route.

EMC

### EMC Directive 2014/30/EU

All electronics in the meter — covers emissions from power supply switching, communication circuits, and immunity to power line disturbances.

EN 62052-11 and EN 62053 series cover electricity metering equipment and include EMC requirements.

RED

### Radio Equipment Directive 2014/53/EU

Smart meters with wireless communication interfaces (PLC is excluded from RED scope; RF interfaces like NB-IoT, Zigbee, or Wi-Fi are in scope).

From August 2025, RED delegated act cybersecurity requirements under Article 3.3(d)(e)(f) apply to internet-connected devices including connected meters.

LVD

### Low Voltage Directive 2014/35/EU

Mains-connected electricity meters and associated metering systems — covering safety of the AC supply connection.

EN 62052-11 covers safety requirements for electricity metering equipment and satisfies both LVD and metrological safety requirements.

## MID conformity assessment modules

B + D

EU type-examination (B) + quality assurance of production (D) — most common route for electricity meters

B + F

EU type-examination (B) + product verification (F) — per-unit testing of each meter against type

H1

Full quality assurance including design — requires comprehensive QMS

G

Unit verification — for individual instruments, not series production

## Frequently asked questions

### Is a consumer energy monitor (non-billing) covered by MID?

Generally, no. The Measuring Instruments Directive applies to instruments used in legally relevant measurements — primarily billing and fiscal applications. A plug-in power monitor that displays energy consumption for informational purposes only, without being used for commercial billing, is typically outside MID scope. It still needs CE marking under EMC, LVD, and RED (if radio-equipped).

### What is the difference between MID and OIML for smart meters?

MID (Measuring Instruments Directive) is the EU legal framework for placing measuring instruments on the EU market. OIML (International Organisation of Legal Metrology) produces international recommendations that inform the technical standards used by MID. OIML R 46 covers active electrical energy meters. Compliance with OIML standards can be used to support MID conformity assessment.

### Do smart meters need cybersecurity compliance?

Smart meters with internet connectivity will be subject to RED Article 3.3(d)(e)(f) cybersecurity requirements from August 2025. ETSI EN 303 645 (cybersecurity for consumer IoT) is the primary harmonised standard expected to support these requirements. Beyond RED, the NIS2 Directive may impose additional cybersecurity obligations on operators of energy metering infrastructure.
