# CE Marking Checklist for Startups: Build the File Before It Blocks the Launch

Most hardware teams do not fail CE because they ignored compliance. They fail because compliance stayed vague until the product was already being packaged, photographed, and sold. This checklist turns CE marking into a practical launch workflow founders can manage before the deadline gets expensive.

Problem

## The painful part is not the CE mark. It is the uncertainty around it.

A startup can usually find a lab, request a quote, and get a test slot. That is not the hard part. The hard part is knowing whether the quote covers the real product scope, whether the standards are current, whether the technical documentation will survive scrutiny, and whether the person signing the Declaration of Conformity understands what they are taking responsibility for.

CE marking becomes dangerous when it is reduced to a line item called "certification." Founders hear that a product "passed CE," but EU CE marking is not a single certificate for most products. It is a manufacturer declaration backed by evidence. If the evidence is incomplete, inconsistent, or attached to the wrong product revision, the CE mark can become a liability rather than a launch asset.

The earlier you turn CE into a checklist, the calmer the launch becomes. You stop asking "Are we certified?" and start asking better questions: Which directives apply? Which standards support them? What evidence do we already have? What is missing? Who signs? What changes after launch trigger a review?

## What a startup actually needs before placing a product on the EU market

### Applicable legislation

A startup selling electronics into the EU usually deals with more than one CE requirement. A connected consumer device may need RED, RoHS, GPSR, battery rules, packaging obligations, and sometimes LVD or EMC depending on design. The mistake is treating CE as one test instead of a stack of legal scopes.

### Evidence, not promises

A CE mark is only as strong as the evidence behind it. Test reports, risk assessments, standard selections, drawings, BOM records, labels, instructions, and supplier declarations all need to support the same product version. If they describe different revisions, your file becomes fragile.

### A responsible manufacturer

The manufacturer named on the EU Declaration of Conformity takes responsibility for the product. If your startup is outside the EU, you may also need to think about importer duties, authorised representative arrangements, and who can produce the technical file if authorities ask.

### A controlled release decision

CE should be a launch gate, not an afterthought. Before the first EU shipment, someone has to confirm that test evidence, documentation, labels, warnings, user instructions, and the signed DoC all match the product that will actually ship.

## A CE process that fits how startups actually build products

### Freeze the compliance description

Write a plain-language description of the product, intended users, power source, radio features, operating environment, accessories, firmware-dependent behavior, and variants. This becomes the anchor for every later decision.

### Scope the directives

Use the product description to identify the applicable EU legislation. Do this before industrial design locks, because voltage ranges, antennas, batteries, chargers, and intended use can change the compliance path.

### Select standards before testing

Ask the lab which harmonised standards they plan to test against and verify that those standards match your product and are still usable for presumption of conformity. Do not let a generic quote become your compliance strategy.

### Run risk assessment in parallel

Risk assessment is not just a document at the end. It should influence warnings, enclosure design, thermal limits, charging behavior, firmware safeguards, and the user manual.

### Build the technical file as evidence arrives

Drop reports, drawings, supplier declarations, photos, label artwork, and manuals into a controlled structure as they are created. The fastest teams do not assemble the file from memory the week before shipment.

### Sign only when the file is internally defensible

The EU Declaration of Conformity should be the last formal step. If a director signs it before the evidence is checked, the company is declaring compliance it may not be able to prove.

## Frequently asked questions

### Can a startup self-certify for CE marking?

Often, yes. Many consumer electronics and general hardware products can use internal production control when harmonised standards cover the risks. But products with medical claims, certain machinery risks, some radio scenarios, or missing harmonised standards may require Notified Body involvement.

### When should CE planning start?

Start before EVT or equivalent engineering validation. The earlier you identify directive scope, standards, thermal constraints, radio considerations, labelling duties, and battery requirements, the less likely CE becomes a launch-delay tax.

### Is a test report enough for CE marking?

No. Test reports are important evidence, but CE marking also requires a technical file, risk assessment, instructions, labelling, traceability, and a signed Declaration of Conformity. A product can pass lab tests and still have an incomplete CE file.
