# CE Marking for Alarm Systems and Access Control

Alarm and security products layer multiple CE frameworks — RED for wireless components, EMC and LVD for powered electronics, and CPR for fixed fire detection in buildings. CE marking and EN 50131 security grade certification are separate requirements: CE marking covers product safety and radio compliance; security grade covers detection and tamper performance.

## System types and applicable directives

### Intruder and hold-up alarm systems (I&HAS)

RED (wireless detectors, sirens, keypads at 868 MHz) + EMC + LVD (mains panels). Primary standard: EN 50131 series.

**Primary standard:** EN 50131-1 to EN 50131-9

### Fire detection and fire alarm systems (FDAS)

EMC + LVD for wired systems. Wireless fire systems also need RED. Fire detectors and control equipment may also fall under CPR for fixed installations in buildings.

**Primary standard:** EN 54-1 to EN 54-29

### Video surveillance systems (VSS)

RED (wireless cameras) + EMC + LVD. IP cameras and NVRs are electronic products under standard CE directives.

**Primary standard:** EN 62676-1 to EN 62676-4

### Access control systems

RED (RFID/NFC card readers, Bluetooth access) + EMC + LVD. Biometric access control may also need GDPR compliance for data processing.

**Primary standard:** EN 60839-11 series

## EN 50131 security grades — what they mean

Grade 1

### Low risk — intruder with little knowledge of alarm systems

Simple residential applications, single-family homes with standard risk.

Grade 2

### Low to medium risk — intruder with general knowledge

Most residential, small commercial. Most commonly installed grade for homes and SME premises.

Grade 3

### Medium to high risk — intruder with experience and tools

Commercial premises, cash-handling, moderate-value stock. ATM environments.

Grade 4

### High risk — intruder with plan and full range of equipment

High-value targets — banks, data centres, government premises. Stringent testing required.

## Key harmonised standards

EN 50131-1

Intruder and hold-up alarm systems — system requirements

EN 50131-3

Intruder and hold-up alarm systems — control and indicating equipment

EN 50131-5-3

Intruder and hold-up alarm systems — requirements for interconnections using radio frequency

EN 54-3

Fire detection and fire alarm systems — fire alarm devices (sounders)

EN 54-7

Fire detection and fire alarm systems — point smoke detectors

EN 50136-1

Alarm systems — alarm transmission systems and equipment

## Frequently asked questions

### Do wireless alarm system components need RED CE marking?

Yes. Wireless PIR detectors, wireless door contacts, wireless sirens, and wireless keypads that operate at 868 MHz (or other radio frequencies) are radio equipment under RED 2014/53/EU. Each wireless component needs its own RED CE marking. ETSI EN 300 220 covers the 868 MHz short range device frequency band used by most European wireless alarm systems. The 433 MHz band commonly used in older systems has more restricted use in some EU member states.

### Is CE marking the same as alarm grade certification?

No. CE marking under RED, EMC, and LVD confirms the product meets EU legal requirements for radio equipment, electromagnetic compatibility, and electrical safety. Alarm grade certification under EN 50131 confirms the alarm system meets specific security performance requirements (detection performance, tamper resistance, immunity to jamming). Both are required for security-grade alarm products: CE marking for market access, grade certification to demonstrate the product meets the specified security performance level.

### Do fire detectors need CPR (Construction Products Regulation) marking?

Fixed fire detection equipment that is permanently installed in buildings — fire detectors, fire alarm control panels, notification devices — is covered by the Construction Products Regulation and requires CE marking with a Declaration of Performance (DoP) under CPR, not the standard CE DoC under LVD/EMC. The relevant harmonised standard for fire detectors is EN 54. CPR CE marking and safety directive CE marking are handled differently — CPR requires performance declaration against essential characteristics rather than safety conformity.

### Does CRA apply to alarm and access control systems?

Yes, for systems with network connectivity. Modern alarm systems with IP connectivity, cloud monitoring, or remote management apps are products with digital elements under CRA scope. An IP camera with cloud storage, an alarm panel with remote access, or an access control system with a web management interface all need CRA compliance from December 2027. The connectivity features bring these products into CRA scope regardless of their primary security function.

**Disclaimer:** Educational resource only. Fire detection equipment for fixed building installations is subject to CPR requirements separate from standard CE directive compliance. Always verify your specific product type with a qualified compliance engineer.
