# CE Marking for Gaming Devices and Controllers

Complete compliance guide for gaming consoles, wireless controllers, and gaming peripherals. Learn which directives apply, what testing is required, and how to build an review-ready technical file.

## Gaming devices and CE marking

Gaming devices — including consoles, controllers, VR headsets, and gaming peripherals — are complex electronic products that typically fall under multiple CE marking directives. Modern gaming hardware almost always includes wireless connectivity (Wi-Fi, Bluetooth), high-speed digital electronics, and battery power, which means RED, EMC, RoHS, and the Battery Regulation usually apply.

The good news is that most gaming devices can self-certify under Module A if you apply the appropriate harmonised standards. The challenge is managing the technical complexity: gaming devices have multiple subsystems that must each comply with relevant requirements, and the integration of these systems must not cause compliance issues.

## Applicable directives for gaming devices

RED

### Radio Equipment Directive 2014/53/EU

Wireless gaming controllers, gaming consoles with Wi-Fi/Bluetooth, and any gaming device with radio transmission.

EMC

### EMC Directive 2014/30/EU

All gaming electronics that can cause or be affected by electromagnetic disturbances — consoles, controllers, and accessories.

LVD

### Low Voltage Directive 2014/35/EU

Mains-powered gaming consoles, power adapters, and any gaming equipment operating at 50–1000V AC or 75–1500V DC.

RoHS

### RoHS Directive 2011/65/EU

All gaming electronic equipment — restricts lead, mercury, cadmium, and other hazardous substances in components.

GPSR

### General Product Safety Regulation 2023/988

Consumer-facing gaming devices not covered by sector-specific legislation — from December 2024.

## CE marking process for gaming devices

Identify radio capabilities

Determine if your gaming device has wireless connectivity (Wi-Fi, Bluetooth, proprietary RF). If yes, RED applies. Most modern gaming controllers and consoles include wireless features.

Assess power requirements

Mains-powered consoles and docks need LVD compliance. Battery-powered wireless controllers need Battery Regulation compliance. USB-powered accessories may fall under LVD.

Plan EMC testing

Gaming devices must pass both emissions and immunity tests. High-speed digital circuits in consoles can cause significant emissions — pre-compliance testing is strongly recommended.

Complete RoHS documentation

Gaming hardware contains complex PCBs with many components. Build supplier declarations for all RoHS-relevant parts. Lead-free solder is mandatory for most applications.

Compile technical file

Include product description, risk assessment, BOM with RoHS data, test reports, user manual, and EU Declaration of Conformity. Retain for 10 years.

Affix CE mark

Apply CE mark to product, packaging, or manual. Minimum 5mm height. For gaming devices sold to consumers, ensure all labeling is in the language of the target market.

## Frequently Asked Questions

### Do gaming consoles require a Notified Body?

Most gaming consoles can self-certify under Module A if harmonised standards exist for all applicable directives. RED typically requires self-certification for standard Wi-Fi/Bluetooth implementations. However, if your device uses non-standard radio frequencies or no harmonised standard applies, Notified Body involvement may be required.

### Are gaming controllers considered medical devices?

Generally no. Gaming controllers are consumer electronics. However, if a controller is marketed specifically for rehabilitation or therapeutic use, it may fall under MDR scope. Carefully review intended use claims in marketing materials.

### What about gaming accessories like headsets and steering wheels?

Gaming accessories follow the same CE marking framework. Wired headsets need EMC and RoHS. Wireless headsets need RED, EMC, and RoHS. USB-powered accessories need LVD. Motorized accessories like steering wheels may have additional Machinery Directive considerations.

### Do I need to test every controller variant?

Not necessarily. If variants are functionally identical and use the same internal electronics and firmware, you can use a family declaration. Document the technical rationale for why testing one variant covers others. Significant differences in radio modules or power circuits require separate testing.

### What are the specific EMC challenges for gaming devices?

Gaming devices often contain high-speed processors, graphics chips, and wireless modules that can generate significant emissions. The challenge is ensuring these don't interfere with each other or other devices. Proper PCB layout, shielding, and filtering are critical. Pre-compliance testing early in development is highly recommended.
