# CE Marking for LED Lighting Products

LED lamps, drivers, and luminaires face a layered compliance landscape in the EU: CE marking under LVD and EMC (or RED for smart lighting), RoHS substance restrictions, and separate energy labelling and Ecodesign obligations. Getting all three right before launch avoids expensive rework.

LVD

### Low Voltage Directive 2014/35/EU

All mains-connected LED drivers, luminaires, and modules operating at 50–1000V AC or 75–1500V DC.

Key standards: EN 61347-1, EN 61347-2-13 (lamp control gear), EN 62560 (self-ballasted LED lamps)

EMC

### EMC Directive 2014/30/EU

All LED products with electronics — covering conducted and radiated emissions as well as immunity.

Key standards: EN 55015 (emissions for lighting equipment), EN 61547 (immunity), EN 61000-3-2 (harmonic currents)

RoHS

### RoHS Directive 2011/65/EU

All EEE — LED lighting contains restricted substances in solder, phosphors, and driver components.

ErP

### Ecodesign (ErP) Regulation 2019/2020

Light sources placed on the EU market — sets minimum energy efficiency and maximum standby power requirements.

## What testing covers for LED products

*   Electrical safety testing per EN 61347 series (insulation, leakage current, creepage distances)
*   Photobiological safety per EN 62471 (blue light hazard assessment)
*   EMC emissions per EN 55015 (conducted and radiated)
*   Harmonic current emissions per EN 61000-3-2
*   Flicker and stroboscopic effect measurements per EN IEC 63013
*   Energy efficiency measurements for ErP compliance
*   Lifetime and lumen maintenance (L70 testing — often done to IES LM-80 for the LED package)

## Frequently asked questions

### Does an LED lamp without a radio interface need CE marking?

Yes. LED lamps and luminaires that are mains-powered need CE marking under LVD and EMC Directive. Even purely passive LED lamps with no wireless features are in scope. If the luminaire integrates a Wi-Fi or Bluetooth module (e.g., smart lighting), RED replaces the EMC Directive.

### Is energy labelling the same as CE marking for LED products?

No. Energy labelling under the Ecodesign Regulation and EU Energy Labelling Regulation is a separate legal obligation from CE marking. LED light sources must have both a CE mark (covering safety and EMC) and an EU energy label displaying efficiency class, luminous flux, and other parameters.

### What is EPREL and do I need to register my LED products?

EPREL is the European Product Registry for Energy Labelling. Suppliers of products covered by the energy labelling framework — including light sources — must register each product model in EPREL before placing it on the EU market. The EPREL entry generates a QR code that must appear on the energy label.

### Do smart LED bulbs need RED instead of EMC?

Yes. If an LED product intentionally transmits radio signals (Wi-Fi, Zigbee, Bluetooth) it falls under RED, which replaces the EMC Directive for that product. RED Article 3.1(b) covers EMC requirements. The LVD still applies if the product is mains-powered.
