# CE Marking for Network Equipment

Wi-Fi routers, access points, and wireless network devices face layered CE requirements. August 2025 brings cybersecurity requirements under RED Article 3.3 that directly affect all internet-connected radio network equipment — planning ahead now avoids a rushed re-compliance exercise.

## Applicable directives

RED

### Radio Equipment Directive 2014/53/EU

Applies to all network equipment with intentional radio transmission — Wi-Fi routers, wireless access points, wireless bridges. From August 2025, Article 3.3(d)(e)(f) cybersecurity requirements apply.

EMC

### EMC Directive 2014/30/EU

Applies to wired-only network equipment (managed switches, media converters, non-wireless routers). EN 55032/EN 55035 (multimedia equipment emissions and immunity) are the primary standards.

LVD

### Low Voltage Directive 2014/35/EU

Applies if the equipment uses mains power — rack-mounted switches, PoE injectors, and equipment with mains power supplies. Most PoE-powered access points operating at 48V DC fall below the LVD threshold.

RoHS

### RoHS Directive 2011/65/EU

Applies to all network equipment without exception — all electronic components are in scope.

## RED cybersecurity requirements (from August 2025)

Art. 3.3(d)

Network equipment must not harm the network or its functioning, nor misuse network resources.

Art. 3.3(e)

Incorporates safeguards to protect personal data and privacy of users.

Art. 3.3(f)

Equipment must support protection from fraud — covering authentication, integrity, and non-repudiation for payment-related features.

## Key harmonised standards for Wi-Fi network equipment

ETSI EN 300 328

2.4 GHz Wi-Fi (IEEE 802.11 b/g/n/ax)

ETSI EN 301 893

5 GHz RLAN (IEEE 802.11 a/n/ac/ax)

ETSI EN 303 687

6 GHz Wi-Fi (Wi-Fi 6E / 802.11ax)

ETSI EN 301 489-1 / -17

EMC for radio equipment — broadband data transmission

EN 62368-1

Safety standard for audio/video and IT equipment (LVD)

ETSI EN 303 645

Cybersecurity for consumer IoT — primary standard for Art. 3.3(d)(e)(f) compliance

## Frequently asked questions

### Does a wired-only managed switch need RED or EMC compliance?

A wired-only switch with no intentional radio transmitter falls under the EMC Directive, not RED. RED applies only to products with intentional radio emission. For the switch, the relevant standards are EN 55032 (emissions) and EN 55035 (immunity) under the EMC Directive. If it's mains-powered above 75V DC, LVD also applies.

### When do the RED cybersecurity requirements apply to my router?

Commission Delegated Regulation (EU) 2022/30 brings Article 3.3(d)(e)(f) requirements into force for internet-connected radio equipment from August 1, 2025. This includes Wi-Fi routers, wireless access points, and network equipment with internet connectivity. The primary harmonised standard expected to support compliance is ETSI EN 303 645.

### Does my access point need LVD if it's powered over Ethernet?

PoE IEEE 802.3af/at/bt delivers 48V DC nominal to the powered device. This is below the LVD threshold of 75V DC, so LVD does not apply to the access point itself. The PoE injector or switch that provides mains input does need LVD compliance.

**Disclaimer:** Educational resource only. Not legal or engineering advice. RED cybersecurity delegated act requirements continue to evolve. Verify current obligations before placing network equipment on the EU market.
