# CE Marking for Wearables (Smartwatches, Fitness Trackers)

Wearable devices face a unique compliance challenge: they are worn on the body, contain batteries, use wireless radios, and often make health-related claims. This guide covers the CE requirements specific to smartwatches, fitness trackers, and other wearable electronics.

Problem

## Wearables combine multiple compliance scopes

A wearable is not just a small electronics product. It is a device worn on the skin, containing a lithium battery, using Bluetooth or Wi-Fi, often making health-related measurements, and sometimes marketed as water-resistant. Each of these characteristics adds compliance requirements beyond standard CE marking.

Skin contact introduces material safety requirements. Batteries introduce battery regulations. Wireless introduces RED. Health monitoring introduces questions about whether medical device regulation applies. Water resistance claims require verification testing. All of this must be coordinated into a single compliance program.

The pain point is not understanding that wearables are multi-scope products. Treating a smartwatch like a standard Bluetooth device misses skin contact, battery, and potential medical device considerations. Planning for all applicable requirements from the start prevents late-stage surprises.

## Applicable CE directives for wearables

### Radio Equipment Directive (RED)

Mandatory for Bluetooth, Wi-Fi, or other wireless connectivity. Covers spectrum efficiency, interoperability, and cybersecurity requirements.

### EMC Directive

Required for all electronic wearables. Ensures your device does not emit excessive interference and is immune to reasonable disturbances.

### RoHS Directive

Restricts hazardous substances in electronic components. Wearables with skin contact need special attention to material restrictions.

### Battery regulations

Wearables typically contain lithium batteries. EU battery regulations apply, including capacity labeling and substance restrictions.

### GPSR

General Product Safety Regulation applies to consumer wearables. Requires safety assessment and traceability.

## Wearable-specific compliance considerations

### Skin contact materials

Materials in direct skin contact must be biocompatible and not cause irritation. Nickel restrictions apply to metal components.

### Sweat and water resistance

If marketed as water-resistant, this must be tested and documented. IP ratings require verification testing.

### Battery safety

Lithium batteries in wearables need protection against overcharge, short circuit, and thermal runaway. Charging circuitry must be safe.

### RF exposure

Bluetooth and Wi-Fi radios worn on the body must meet SAR (Specific Absorption Rate) requirements. RED Article 3.3 requires network threat protection.

The line between fitness tracking and medical device regulation depends on intended use and claims.

## Frequently asked questions

### Do wearables need special testing for skin contact?

Yes. Materials in direct skin contact must be assessed for biocompatibility and nickel content. EN 1811 covers nickel release testing for metal components. This is in addition to standard CE testing.

### Can fitness trackers self-certify for CE marking?

Most fitness trackers can self-certify under Module A when harmonised standards are applied. Notified Body involvement is typically not required unless the device makes medical claims or uses novel radio technologies.

### What about water resistance claims on wearables?

If you market your wearable as water-resistant or assign an IP rating, you must have test evidence supporting that claim. Unsupported claims can be considered misleading under GPSR and consumer protection laws.

### Do smartwatches need medical device certification?

Only if they make medical claims. Heart rate monitoring for fitness purposes is generally not a medical claim. However, if you market the device for diagnosis, monitoring, or treatment of medical conditions, MDR applies.
