# DGCA Drone Compliance and Registration in India

India has one of the most structured drone regulatory frameworks globally. Operating a drone without proper registration, pilot licensing, and zone permissions can result in severe penalties including imprisonment. The Digital Sky platform and NPNT protocol form the backbone of enforcement.

## Drone categories in India

### Nano

≤ 250 grams

**Registration:** Exempt from registration; no remote pilot license needed

**Restrictions:** Max altitude 15m; speed limited

### Micro

250g - 2kg

**Registration:** Registration on Digital Sky Platform required; no RPL for non-commercial use

**Restrictions:** Max altitude 60m; visual line of sight

### Small

2kg - 25kg

**Registration:** Registration + UIN + RPL required; security clearance may be needed

**Restrictions:** Max altitude 120m; operational area restrictions

### Medium

25kg - 150kg

**Registration:** Full registration, UIN, RPL, security clearance required

**Restrictions:** Extended operational permissions needed

### Large

\> 150kg

**Registration:** Full regulations; special permissions; extensive documentation

**Restrictions:** Treated akin to manned aircraft in many aspects

## Drone registration process

01

### Register on Digital Sky Platform

Create account on DGCA's Digital Sky platform. Submit manufacturer details, technical specifications, and intended use category.

02

### Obtain UIN (Unique Identification Number)

Apply for UIN for each drone. Submit drone specifications, serial number, and compliance with NPNT (No Permission No Takeoff) requirements.

03

### Get Remote Pilot License (RPL) if required

For Small category and above, and commercial Micro operations, obtain RPL from DGCA-approved training organization. Theory + practical examination.

04

### NPNT compliance implementation

Ensure drone has NPNT-compliant hardware/firmware that prevents takeoff without digital permission. Essential for all categories except Nano.

05

### Permission for each flight

For non-Green Zone flights, obtain permission through Digital Sky platform before each operation. Green Zone flights may have general permissions.

## Remote Pilot License (RPL) requirements

AgeMinimum 18 years; maximum varies by license class

Medical FitnessClass 2 medical assessment from DGCA-approved medical examiner

TrainingTheory and practical training from DGCA-approved RPTO (Remote Pilot Training Organization)

Theory ExamCovers air regulations, navigation, meteorology, technical knowledge, RPAS-specific

Practical AssessmentDemonstrate flight proficiency as per DGCA standards

Security ClearanceBackground verification for Small category and above

## No-fly zones and airspace restrictions

### Permanent No-Fly Zones

**Examples:** Airports, international borders, military installations, strategic locations

**Permission:** Generally not permitted; special government permission only

### Temporary Restricted Areas

**Examples:** VIP movements, public events, disaster zones, election periods

**Permission:** Temporary restrictions published by local authorities

### Controlled Airspace

**Examples:** Near airports, helipads, controlled zones; altitude restrictions apply

**Permission:** ATC coordination required; may require specific clearance

### Green Zones

**Examples:** Uncontrolled airspace away from airports and sensitive areas

**Permission:** Automatic permissions up to certain altitude; easiest for operations

## Import requirements for drones

WPC ETA: Required for all drones with radio transmitters; test reports for RF compliance

DGCA UIN: Unique Identification Number must be obtained post-import through Digital Sky

NPNT Compliance: Hardware/software must support No Permission No Takeoff protocol

Customs Clearance: Bill of Entry with UIN reference or application proof; may require end-use certificate

Insurance: Mandatory third-party insurance for Small category and above

## Violations and penalties

### Flying without UIN/registration

Fine up to ₹25,000; confiscation of drone; possible imprisonment

### Flying without RPL (when required)

Fine up to ₹50,000; license suspension; aircraft impoundment

### Flying in no-fly zone

Fine up to ₹1 lakh; criminal prosecution; aircraft confiscation

### Flying without NPNT compliance

Grounding of fleet; registration cancellation; penalties up to ₹5 lakhs for operator

### Importing drones without compliance

Customs seizure; WPC/DGCA enforcement; criminal liability

## Frequently asked questions

### Can I import a drone for personal use without all these registrations?

For Nano category (under 250g): Yes, minimal requirements, just don't fly in restricted zones. For Micro (250g-2kg): Registration required but no RPL for non-commercial use. For Small and above: Full compliance required regardless of personal or commercial use. Personal use does not exempt from safety and registration requirements.

### What is NPNT and why is it important?

NPNT (No Permission No Takeoff) is a protocol that physically prevents drone takeoff unless digital permission is received from DGCA's Digital Sky platform. It requires: firmware compliance, hardware security module, secure communication. This is a key enforcement mechanism ensuring drones only fly where permitted. Non-NPNT drones are essentially grounded in India.

### Can foreign pilots fly drones in India?

Foreign nationals can fly drones in India but: Must obtain Indian RPL or have license validated by DGCA; security clearance required; may need local sponsor; subject to same zone restrictions as Indian operators. Tourists cannot bring and fly drones casually — full compliance required.

### Are there any drone operations that don't require registration?

Nano category (under 250g) is exempt from registration and RPL, but must comply with: height restrictions (15m), speed limits, no-fly zones, and cannot carry payload. Even toy drones meeting Nano criteria should ideally be registered for accountability, though not legally required.

### What insurance is required for drone operations?

Third-party liability insurance is mandatory for: Small category and above, all commercial operations regardless of category, and as a condition for most operational permissions. Insurance must cover damage to property and injury to persons. Operators may also opt for hull insurance (aircraft damage) and payload insurance.

**Disclaimer:** This guide reflects Drone Rules 2021 and current DGCA notifications. Drone regulations are evolving rapidly; NPNT requirements and zone classifications are updated periodically. Always verify current requirements on Digital Sky platform before operation.
