# E-Waste EPR Authorization in India: CPCB Registration

Every company selling electrical or electronic products in India must obtain EPR authorization from CPCB under E-Waste Management Rules 2022. There are no exceptions for small importers or foreign companies — the obligation attaches to whoever places the product on the Indian market. Collection targets rise to 100% by FY 2027 onwards.

## Who must register for E-Waste EPR

### Manufacturer (Indian)

Must obtain EPR authorization from CPCB before sale. Responsible for collection targets based on quantity sold.

Indian electronics and EEE manufacturers

### Producer (Importer/Brand Owner)

Importers and brand owners of electrical and electronic equipment must register and meet EPR targets for products they place on the Indian market.

Foreign OEMs selling in India through import, Indian brand owners sourcing from OEMs

### Refurbisher

Entities refurbishing EEE must register and comply with e-waste management obligations for items handled.

Certified refurbishers of IT equipment

### Dismantler and Recycler

Must be registered with State PCB. Producers work with registered dismantlers and recyclers to fulfill collection obligations.

## CPCB EPR registration process

01

### Register on CPCB EPR portal for E-Waste

Go to the CPCB EPR portal (eprnewregister.cpcb.gov.in). Select 'Producer/Importer' category. Provide company registration details, GST number, and list of products covered under E-Waste Management Rules 2022.

02

### Declare product categories and quantities

List all electrical and electronic equipment (EEE) categories you manufacture or import. Provide quantity data for base year calculations. EPR collection targets are calculated as a percentage of quantity placed on market in prior years.

03

### Empanel registered recyclers/dismantlers

Identify and contract with CPCB/State PCB-registered e-waste recyclers or dismantlers. The recycler agreement is a key compliance document. Without registered recycler partnerships, collection targets cannot be met.

04

### Obtain EPR authorization certificate

CPCB reviews the application and issues the EPR authorization certificate specifying collection targets. This certificate is mandatory — products cannot be legally sold in India without EPR authorization in place.

05

### Meet annual collection targets and file returns

During each financial year, fulfill the specified collection targets by channeling e-waste to registered recyclers. File quarterly and annual returns on the CPCB portal with recycler certificates.

06

### Renew EPR authorization annually

EPR authorization must be renewed annually with updated quantity declarations and target fulfillment evidence. Non-renewal = non-compliant status.

## Frequently asked questions

### Does a foreign company importing electronics need EPR authorization?

Yes. Foreign manufacturers and brand owners importing electrical or electronic equipment into India must obtain EPR authorization from CPCB. This applies even if you sell through an Indian distributor — the obligation rests with the importer of record or brand owner placing products on the Indian market. Many foreign companies appoint their Indian subsidiary or distributor as the producer for EPR purposes under a formal producer responsibility agreement.

### What happens if I miss annual e-waste collection targets?

Non-fulfilment of EPR targets results in penalties under E-Waste Management Rules 2022. CPCB can impose environmental compensation (EC) charges on the shortfall. The EC amount is based on the quantity of e-waste not collected, calculated at specified rates per unit. Persistent non-compliance can result in EPR authorization suspension, which effectively prevents legal product sales in India.

### Can I use EPR exchange/trading platforms to fulfill collection targets?

Yes — E-Waste Management Rules 2022 introduced EPR credit trading. Producers who collect and channel more e-waste than their target can earn EPR credits and sell these credits to producers with shortfalls. CPCB operates the EPR credit trading platform. This mechanism allows flexibility in meeting targets without requiring every producer to build their own collection infrastructure.

### What EEE categories are covered under E-Waste Management Rules 2022?

Schedule I of the E-Waste Management Rules 2022 lists covered EEE categories including: IT and telecom equipment (computers, mobile phones, servers), consumer electronics (TVs, audio equipment), large and small household appliances, electrical and electronic tools, toys and leisure equipment, medical devices (select categories), monitoring instruments, and automatic dispensers. Check Schedule I for your specific product category — the list is comprehensive and may cover products not intuitively considered 'electronics'.

**Disclaimer:** EPR targets and registration requirements are set by E-Waste Management Rules 2022 and CPCB notifications. Always verify current targets and procedures on the CPCB EPR portal before applying.
