# BIS Laboratory Recognition vs NABL Accreditation: How Testing Labs Are Approved in India

Choosing the wrong lab for BIS CRS or ISI testing is one of the most common — and most expensive — mistakes in India market entry. Understanding the difference between BIS-recognized, NABL-accredited, and foreign labs saves time and rejected applications.

## The four types of testing labs in the BIS system

### BIS-owned laboratories

BIS operates its own testing facilities for select product categories. For certain ISI scheme products, testing at a BIS-owned lab is mandatory rather than optional. These labs are not available for general commercial use and operate primarily to support BIS's inspection and enforcement functions.

### BIS-recognized laboratories (BRL)

Private and government labs recognized by BIS to perform testing for CRS and ISI certification. These are the labs that electronics manufacturers and importers will work with most often. A lab must apply to BIS for recognition against specific IS standards — being a BRL for one IS number does not automatically extend recognition to another.

### NABL-accredited laboratories

The National Accreditation Board for Testing and Calibration Laboratories grants accreditation to labs meeting ISO/IEC 17025 requirements. NABL accreditation is a prerequisite for most BIS recognition applications — but NABL alone is not sufficient. The lab must additionally hold BIS recognition for the specific IS standard before CRS test reports are accepted.

### Foreign laboratories (FL)

BIS accepts test reports from foreign labs for CRS certification, provided the lab holds accreditation from an ILAC-MRA signatory accreditation body. If the foreign standard used for testing is not identical to the applicable Indian Standard (IS), the applicant must submit a gap analysis document demonstrating that the test parameters are equivalent or more stringent than the IS requirements.

## How to select and engage the right lab for your IS standard

01

Identify the applicable Indian Standard (IS number) for your product — the IS standard determines which test parameters are required and which lab capabilities are needed. Most consumer electronics standards are aligned with or derived from IEC standards, but IS numbers are distinct and must be used in CRS applications.

02

Search the BIS Connect portal (manakonline.in) for BIS-recognized laboratories listed for your specific IS standard. Only labs explicitly listed for that IS number can issue test reports accepted by BIS for CRS certification. Filter by product category and IS standard to find relevant labs.

03

If no BIS-recognized lab exists for your IS standard, check whether a NABL-accredited lab with the relevant test scope is acceptable under the current BIS circular. Contact BIS directly to confirm — the policy on NABL-only labs has changed over time and varies by product category.

04

For CRS applications with foreign lab reports, confirm the foreign lab is ILAC-MRA accredited and that the test standard scope matches the IS standard requirements. Prepare a gap analysis if the foreign standard differs from the IS standard, mapping each IS test clause to the equivalent clause in the foreign standard.

05

Engage the selected lab early and build scheduling lead time into your project plan. BIS-recognized labs — particularly those with a narrow range of recognized IS standards — are frequently backlogged. Factor 6 to 12 weeks for testing scheduling, not just the testing duration itself.

## Frequently asked questions

### Can I use an ILAC-accredited foreign lab for BIS CRS certification?

Yes, BIS accepts test reports from foreign laboratories for the CRS scheme, provided the foreign lab holds accreditation from a body that is a signatory to the ILAC Mutual Recognition Arrangement (MRA). If the test was conducted against a standard other than the applicable IS (for example, IEC instead of IS), you must also submit a gap analysis showing that the IS test requirements are fully covered. The CRS application must still be submitted by a registered Indian Authorised Indian Representative (AIR).

### What is the difference between a BIS-recognized lab and a NABL lab?

NABL accreditation (ISO/IEC 17025) confirms that a laboratory's technical competence and management system meet international standards for testing. BIS recognition is a separate, product-specific approval granted by BIS that authorises a NABL-accredited lab to issue test reports accepted for BIS certification. A NABL lab that is not BIS-recognized cannot issue reports for CRS or ISI applications. Most BIS recognition applications require existing NABL accreditation as a precondition.

### How do I find the right lab for my product's IS standard?

The BIS Connect portal (manakonline.in) maintains a searchable directory of BIS-recognized laboratories organised by IS standard number. Enter the IS number for your product to see which labs are approved for that specific standard. If you do not know the IS number, cross-reference the product category against the Electronics and IT Goods Quality Control Order notifications published by MeitY.

### Why do some IS standards have no recognized labs listed on BIS Connect?

When a new IS standard is notified or when BIS extends the CRS scheme to a new product category, there is often a lag before labs complete the recognition process. In these cases, BIS may allow NABL-accredited labs with the relevant scope to issue reports on a temporary basis, or may accept foreign lab reports with a gap analysis. It is essential to contact BIS directly when no recognized lab is listed — proceeding with an unrecognized lab wastes testing time and fees if BIS rejects the report.
