# India Drone Import Regulations: DGCA, WPC, and Customs Requirements

India's Drone Rules 2021 created a comprehensive framework for drone operations — and a multi-regulatory compliance requirement for importers. DGCA type certification, Digital Sky UIN registration, WPC radio compliance, and potentially DGFT import clearance for camera drones are all separate but mandatory elements of lawful drone import into India.

## DGCA drone categories and key rules

### Nano drones

Up to 250g

Minimal regulation — no type certification required. No DGCA UIN needed for nano drones in most scenarios. WPC ETA not required for de-licensed band radios.

Most toy drones fall in this category. Verify exact weight and DGCA nano definition.

### Micro drones

250g to 2 kg

DGCA type certification required. UIN registration on Digital Sky mandatory. Remote Pilot Certificate (RPC) may be needed for some uses.

Popular consumer and prosumer drones (DJI Mini series, etc.) fall in this category.

### Small drones

2 kg to 25 kg

DGCA type certification required. UIN mandatory. Remote Pilot Certificate required. Drone Insurance mandatory.

Commercial photography and survey drones. Requires NPNT (No Permission, No Takeoff) compliance.

### Medium drones

25 kg to 150 kg

DGCA type certification required. All small drone requirements plus additional airworthiness requirements. Mostly industrial/government applications.

Few commercially available products in this category.

### Large drones

Above 150 kg

Full DGCA airworthiness certification. Treated similar to aircraft. Cargo delivery and heavy-lift applications.

Experimental stage in India. Requires DGCA experimental permission for development flights.

## Import compliance requirements

### DGCA Type Certification or exemption

**Applicable to:** All drones above nano (>250g)

Manufacturer or importer applies to DGCA for type certificate through the Digital Sky portal. Foreign manufacturers may require DGCA recognized testing.

### Digital Sky UIN Registration

**Applicable to:** Micro, Small, Medium, Large drones

Post-import, each drone unit must be registered on DGCA's Digital Sky platform to receive Unique Identification Number (UIN). UIN must be affixed on the drone.

### WPC ETA (if applicable)

**Applicable to:** Drones using licensed frequency bands (LTE, some 5.8 GHz)

Obtain WPC ETA for licensed-band radio equipment. Standard 2.4 GHz / 5.8 GHz ISM band radios are typically de-licensed.

### BIS CRS (if applicable)

**Applicable to:** Electronic components within the drone covered by BIS QCOs

If drone contains separately regulated electronic products (e.g., camera, battery), verify BIS CRS requirements for those components when imported as part of the drone system.

### Import license / DGFT clearance

**Applicable to:** Camera drones and surveillance-capable drones

Certain drones with camera and encrypted data transmission may be classified as restricted items requiring DGFT import license or MHA clearance.

## Frequently asked questions

### Can I import a DJI Mavic or Phantom drone into India for personal use?

Personal import of drones for hobby/recreational use is permitted in India subject to DGCA Drone Rules 2021. Drones weighing 250g–2 kg (micro category) require DGCA type certification and UIN registration. DJI drones popular globally are subject to these requirements. As of 2023, DGCA has type-certified several common drone models, but the import and registration process must be completed before flying. Flying an unregistered drone in India is illegal under Drone Rules 2021.

### Are there any drone models that are banned from import into India?

India has not issued a blanket ban on drone brands, but there are effective restrictions. DGCA's type certification process must be completed for each model. Security agencies have flagged data security concerns about specific drone manufacturers' cloud data practices — some government and defence procurements restrict certain foreign brand drones. Commercial operators using drones for government projects may face procurement restrictions. The private civilian market generally has no brand-specific ban, but compliance with Drone Rules 2021 is mandatory.

### What is NPNT and do imported drones need to comply?

NPNT (No Permission, No Takeoff) is a technical requirement mandated by DGCA. Drones operating in controlled airspace must have NPNT-compliant firmware that prevents takeoff without digital permission from the Digital Sky platform. Imported drones operating in Indian controlled airspace (most outdoor areas near habitation) must have NPNT-compliant hardware and firmware. DGCA's type certification process assesses NPNT compliance. Non-NPNT-compliant drones can only fly in uncontrolled airspace in limited scenarios.

**Disclaimer:** Drone regulations in India are evolving rapidly. DGCA periodically amends Drone Rules 2021. Always verify current type certification requirements, NPNT obligations, and airspace restrictions on DGCA's Digital Sky platform before importing drones.
