# Japan Revised Battery Recycling Law: Compliance for Battery and Electronics Manufacturers

Japan's December 2022 amendment to the Act for Promotion of Effective Utilization of Resources (資源の有効な利用の促進に関する法律) created statutory producer responsibility for portable secondary batteries — effective April 2024. If you manufacture or import lithium-ion, NiMH, or NiCd batteries or products containing them, this is what your compliance program needs to cover: JBRC registration, recycling mark labeling, take-back obligations, and annual reporting to METI.

## Compliance process: step by step

Determine whether your product contains a covered portable secondary battery. The revised Act covers lithium-ion (Li-ion), nickel-metal hydride (Ni-MH), and nickel-cadmium (Ni-Cd) batteries in portable consumer electronics, power tools, portable EV chargers, and similar applications. Fixed industrial batteries and automotive traction batteries fall outside scope — confirm with your legal counsel if your product category is borderline.

Register with JBRC as a battery producer. Access the JBRC registration portal at jbrc.com, complete the producer registration form in Japanese (English support is available on request), and submit corporate registration documents. If you are a foreign manufacturer without a Japan entity, the importer of record typically takes on JBRC membership on your behalf — confirm this in writing in your distribution agreement before products enter Japan.

Calculate your annual battery volume for JBRC fee assessment. Compile total battery weight (in kg, converted to tonnes) placed on the Japanese market in the prior April–March fiscal year, broken down by chemistry type. For embedded batteries, the weight of the battery cell assembly — not the full product — is the basis. Submit the declaration to JBRC by June 30 each year.

Apply recycling symbol marks to batteries and packaging per METI guidelines. Source the correct recycling mark artwork from JBRC's official mark library.
