# Japan PSC Mark: Consumer Product Safety Act

Japan's Consumer Product Safety Act names a narrow list of higher-risk consumer products — baby cribs, portable lasers, climbing ropes, and similar categories — that require the PSC Mark, applied via self-declaration of conformity to a specific technical standard. Products outside this named list still fall under the broader Product Safety Act, a lighter general safety net rather than a mandatory marking scheme.

## How the two-layer system works

### Two layers of consumer product safety

The Product Safety Act provides a general consumer product safety net covering all consumer products. The Consumer Product Safety Act adds mandatory technical standards and the PSC Mark for a specifically named, narrower list of higher-risk consumer products.

### What the PSC Mark covers

Specified products under the Act include baby cribs, portable lasers, climbing ropes, children's swimming aids, and similar categories where product failure carries direct physical safety risk to consumers, especially children.

### Self-declaration conformity route

Unlike Japan's diamond-PSE electrical products, PSC Mark compliance runs on self-declaration of conformity to the applicable technical standards — there's no mandatory third-party certification body step for PSC-listed products.

### The mark itself

A circle containing the letters 'PSC', which may be accompanied by additional product-specific information on the label or packaging.

## PSC Mark compliance workflow

01

Confirm whether your product appears on the CAA's specified-products list for PSC Mark requirements — this is a named list, not a general risk assessment you conduct yourself.

02

If listed, identify the applicable technical standard for the specific product category.

03

Test the product against that standard, either internally or via an accredited laboratory.

04

Prepare and retain a self-declaration of conformity — no third-party certification body approval is required for the PSC route itself.

05

Apply the PSC Mark to the product or its packaging.

06

Maintain compliance documentation for post-market surveillance and any CAA inquiry.

07

If not on the PSC list, the product still falls under the general Product Safety Act's broader consumer safety framework, which carries its own (lighter, less prescriptive) obligations.

## Frequently asked questions

### Is PSC Mark certification the same as third-party certification like diamond PSE?

No — this is a common point of confusion given Japan's other dual-tier schemes. PSC Mark compliance is self-declared against the applicable technical standard; there's no mandatory third-party certification body review analogous to diamond PSE's CAB requirement.

### What happens if my product isn't on the PSC specified-products list?

It still falls under the broader Product Safety Act, which functions as a general consumer product safety net across all consumer products — but without the specific mandatory technical standard and mark requirement that PSC-listed products carry.

### Are children's products automatically PSC-listed?

Not automatically — the PSC list names specific product categories (baby cribs, children's swimming aids, and similar), not a blanket 'all children's products' rule. Check the current CAA specified-products list for your exact product type rather than assuming category membership.

### Does the PSC Mark apply to imported products the same as domestic ones?

Yes — the Consumer Product Safety Act and its technical standards apply regardless of manufacturing origin. Importers of PSC-listed product categories carry the same self-declaration and marking obligations as domestic manufacturers.
