# Japan PSE Certification — Electrical Appliances and Materials Safety Act

The PSE mark (denoting compliance with Japan's Electrical Appliances and Materials Safety Act — DENAN) is mandatory for electrical products sold in Japan. The scheme divides products into two categories — specific (diamond PSE, requiring third-party certification) and non-specific (circle PSE, self-certification) — and the category determines how demanding the approval process is. Many CE-marked products require only self-declaration for Japan, but specific electrical appliances need third-party testing by a registered body under METI.

## Diamond PSE vs circle PSE — the two categories

### Diamond PSE (特定電気用品 — Specific Electrical Appliances)

**Detail:** Approximately 116 product types including power cables, switches, transformers, and certain fixed appliances. Mandatory third-party conformity assessment by a registered METI Conformity Assessment Body (CAB) before the diamond PSE mark may be applied.

### Circle PSE (電気用品 — Non-specific Electrical Appliances)

**Detail:** Approximately 341 product types including most consumer electronics, computers, power supplies, and chargers. Manufacturer self-declaration after internal testing to applicable technical standards. No third-party body involvement required, but documentation must be maintained.

## Technical standards and CE equivalency

J60065 — Japan equivalent of IEC 60065 (audio, video and similar AV equipment). Products previously certified to IEC 60065 transition to J62368-1 as Japan aligns with IEC's shift.

J60950-1 — Japan equivalent of IEC 60950-1 (IT equipment). Legacy standard; new products should target J62368-1.

J62368-1 — Japan equivalent of IEC 62368-1 (audio/video, IT and communication technology equipment). Current target standard for most ICT and consumer electronics.

J60335 series — Japan equivalents of IEC 60335 household appliance safety standards. Deviations from the IEC base standard must be specifically tested even where CE mark test data exists.

PSE technical standards closely track IEC/EN equivalents but contain Japan-specific deviations documented in J-standard annexes. These deviations require targeted testing regardless of existing CE mark evidence.

JISC (Japan Industrial Standards Committee) manages technical standard updates. Confirm the applicable standard version and Japan deviations before planning a test campaign.

## Registration and self-declaration process (circle PSE)

Designate a responsible person in Japan — typically the Japanese importer or an authorised representative. This entity accepts legal responsibility for PSE compliance.

Conduct internal testing to applicable J-standards, or engage an accredited laboratory to perform testing. Accredited lab test reports provide stronger evidentiary support in post-market enforcement.

Prepare technical documentation analogous to an EU technical file: product description, circuit diagrams, test reports, risk assessment, and J-standard deviation analysis.

Register the product model with METI via the online portal. Business registration in Japan (or an authorised representative with Japanese registration) is required to complete the portal submission.

Apply the circle PSE mark to the product — the mark must be legible and permanently affixed. Accompanying text must include the registered business name.

Maintain technical records for a minimum of 3 years from the date of last manufacture of the product model.

Submit annual reports to METI for registered product models covering production quantities and any design changes that may affect compliance.

## Diamond PSE third-party assessment and CABs

### Registered CABs (METI-Recognised Third-Party Bodies)

**Detail:** METI-registered CABs authorised for diamond PSE assessment include JET (Japan Electrical Safety & Environment Technology Laboratories), UL Japan, CSA International Japan, and TÜV Rheinland Japan. Confirm the CAB is registered for the specific product category before engagement.

### CAB Review Process

**Detail:** Submit technical documentation package to the CAB including product specification, circuit diagrams, test reports, and J-standard deviation analysis. The CAB conducts a document review, may require factory inspection, and issues a Conformity Certificate upon satisfactory assessment.

### METI Registration and Diamond Mark

**Detail:** The manufacturer submits the CAB Conformity Certificate to METI along with the application for product registration. METI issues a registration number that must be displayed on the product alongside the diamond PSE mark.

### Ongoing Obligations

**Detail:** Diamond PSE registration requires periodic CAB re-inspection and annual reporting to METI. Any significant design change affecting safety must be assessed by the CAB before the change is incorporated into production.

The representative's name appears on the product label alongside the PSE mark. Commercial PSE representative services are available from compliance service providers in Japan.

### How does Japan PSE interact with Japan's TELEC radio certification?

PSE covers electrical safety under DENAN and is administered by METI. TELEC (now Telecom Engineering Center, operating under the Radio Law) covers radio equipment type certification administered by MIC (Ministry of Internal Affairs and Communications). Products with radio interfaces — Wi-Fi, Bluetooth, cellular — require both PSE (for electrical safety) and TELEC/MIC certification (for radio). The two certifications are independent processes and must both be completed before sale in Japan.
