# Japan TELEC / MIC Radio Certification

Radio equipment sold in Japan — Wi-Fi, Bluetooth, cellular, or dedicated RF hardware — needs Technical Standards Conformity certification under the Radio Act, administered by MIC and typically performed by TELEC or another MIC-registered certification body. This is entirely independent from PSE electrical safety marking; connected devices commonly need both.

## How TELEC/MIC certification is structured

### Radio Act Article 38-2

The legal basis for radio equipment certification in Japan, administered by MIC (Ministry of Internal Affairs and Communications). Certification is performed by registered certification bodies, of which TELEC (Telecom Engineering Center) is the best-known.

### Technical Standards Conformity Mark

The certification mark radio equipment must carry once certified — distinct from the PSE mark, which covers electrical safety under METI's DENAN Act rather than radio performance.

### Independent from PSE

TELEC/MIC certification and PSE marking are separate, independent processes administered by different ministries. A Wi-Fi-enabled consumer device typically needs both — PSE for electrical safety, TELEC for the radio function — and completing one doesn't substitute for the other.

### JIS and international standard alignment

Radio testing draws on Japan-specific technical standards that track international norms but include Japan deviations — similar in spirit to how JIS relates to IEC standards for electrical products, existing test data from other markets needs a deviation review, not blind reuse.

## Certification workflow

01

Confirm the product has a radio function subject to the Radio Act — Wi-Fi, Bluetooth, cellular, or dedicated RF hardware all qualify.

02

Identify the applicable technical standard for the specific radio technology and frequency band.

03

Engage a MIC-registered certification body (TELEC being the most established) for testing and certification.

04

Submit technical documentation supporting the certification application — product specifications, circuit design where relevant, and test evidence.

05

Receive Technical Standards Conformity certification once the registered body's review is complete.

06

Apply the Technical Standards Conformity Mark to the product.

07

Confirm PSE marking is handled as a separate, parallel workstream if the product also requires electrical safety certification.

## Frequently asked questions

### Do I need both PSE and TELEC certification for a Wi-Fi consumer device?

Typically yes. PSE (METI, DENAN Act) covers electrical safety; TELEC/MIC certification (Radio Act) covers radio equipment performance. These are independent requirements administered by different ministries — a connected consumer device with both mains power and a radio interface generally needs both marks before sale.

### Can existing FCC or CE/RED test data be reused for TELEC certification?

Partially. The underlying radio test methodology often overlaps with international standards, but Japan-specific technical standard deviations mean existing FCC/CE test reports typically need supplementing with targeted testing against the Japan-specific requirements, rather than being accepted as-is.

### Is TELEC the only certification body for radio equipment in Japan?

No — TELEC is the best-known and most established MIC-registered certification body, but MIC registers other certification bodies as well. Confirm the specific body is currently MIC-registered for your product category before engaging them.

### What happens if my product's radio function changes after certification?

A meaningful change to the radio function or frequency behavior typically requires re-assessment by the certification body before the change goes into production — treat significant design changes to certified radio functionality as triggering a compliance review, not just an engineering update.
