# Korea KC Mark Certification Deep Dive: RRA Approval, Test Standards, and the Registration Process

South Korea's KC mark is mandatory for wireless, electrical, and electronic products placed on the Korean market. ### KC mark governance: MSIT, RRA, and KTC

The KC mark is not a single certification body but an umbrella mark administered by two separate authorities depending on product type. The Ministry of Science and ICT (MSIT) sets overarching policy. The National Radio Research Agency (RRA) administers the Radio Waves Act (전파법) scheme — this covers intentional radiators, radio equipment, and wireless products including Wi-Fi, Bluetooth, LTE modules, and similar. The Korea Testing Certification (KTC) and other designated bodies administer electrical safety under the Electrical Appliances and Consumer Products Safety Control Act (EACPSCA — 전기용품및생활용품안전관리법). Many electronic products require both RRA radio certification and KTC electrical safety certification before the KC mark can be applied.

### Three KC certification tracks under the Radio Waves Act

The RRA operates three conformity assessment tracks. Conformity Registration (적합등록) is a self-declaration pathway for lower-risk intentional radiators — the manufacturer or Korean AR submits test reports to the RRA portal and self-registers. Conformity Certification (적합인증) is a third-party certification required for higher-risk radio equipment such as mobile handsets, base stations, and certain IoT categories — a designated certification body reviews the test reports and issues the certificate. Verification (검증) applies to specific antenna and transmitter equipment for professional use. Most consumer IoT and wireless module manufacturers use the Conformity Registration track.

### Korean Authorized Representative requirement

Foreign manufacturers (manufacturers not established in Korea) must appoint a Korean Authorized Representative (위탁업무 대행) to apply for and maintain KC certification. The AR must be a Korean-registered entity on the MIC/RRA's list of approved agents. The AR is legally responsible for maintaining the certification, notifying changes, and responding to RRA inquiries on the manufacturer's behalf. Unlike some markets where the AR role is optional at launch, Korea requires the AR to be named in the KC application and on the certificate itself. The AR relationship must be documented in a formal mandate agreement.

### Designated test laboratory requirement

KC certification requires test reports from a designated test laboratory. For RRA radio certification, laboratories must be accredited by KOLAS (Korea Laboratory Accreditation Scheme) or be a foreign laboratory recognised under an MRA (Mutual Recognition Agreement). Korea has an MRA with the US for EMC test data (laboratory recognition, not full product approval), which means some NVLAP or A2LA-accredited US labs can produce EMC test data accepted for KC. However, radio-specific tests (frequency accuracy, spurious emissions to Korean standards) typically still require a KOLAS-accredited lab or an MRA lab with the specific KC scope. Always confirm the lab's KC scope before submitting samples.

### KC ID number format and what it means

The KC certification number follows the format: \[Issuing Body Code\]-\[Product Category Code\]-\[Year\]-\[Sequential Number\]. For RRA radio certifications, the format on the KC Portal is typically: RRA-\[category\]-\[YYYY\]-\[sequence\]. This number must appear on the product label and in the KC Portal database. Searching the KC Portal at rra.go.kr allows anyone to verify a certification number, check its status, and view the scope of approval including approved variants and models. Expired or suspended certifications are flagged in the portal, which is why border customs and large retailers often run KC Portal checks on incoming products.

### Mandatory Korean label requirements

Products certified under the KC scheme must display the KC mark logo, the certification number (형식등록번호 or 적합인증번호), the manufacturer's name and address in Korean, power rating, and country of origin. For electrical safety products, rated voltage, rated current, and frequency must also appear. The label must be in Korean — English-only labels are not compliant. For imported products, a Korean language sticker applied over or adjacent to the original label is acceptable provided it is permanent and not easily removed. Labels must be affixed before import clearance.

## KC certification process — step by step

Classify the product by applicable regulatory scheme: if it transmits RF energy (Wi-Fi, Bluetooth, cellular, Zigbee, etc.), it falls under the Radio Waves Act (RRA). If it connects to AC mains or is a consumer electrical appliance, it falls under EACPSCA (KTC scheme). Many products require both.

Determine the certification track under the RRA scheme: Conformity Registration (적합등록) for most consumer wireless products, or Conformity Certification (적합인증) for mobile handsets, base stations, and specified higher-risk categories. Check the RRA's category list on rra.go.kr to confirm.

Engage a Korean Authorized Representative if the manufacturer is outside Korea. The AR must be a registered agent on the MIC/RRA approved list. Obtain the mandate agreement template from the AR — this document must be submitted as part of the KC application.

Select a designated test laboratory. Confirm the lab's KOLAS accreditation scope includes the specific KC test standard for your product category (e.g., KC IEC 62368-1 for audio/video and IT equipment, KC EN 300 328 equivalent for 2.4 GHz radio). Prepare 3–5 test samples.

Submit samples and technical documentation to the lab. Documentation typically includes: product specification sheet, circuit diagram, block diagram, antenna specification, user manual (Korean version), and label artwork. Testing typically takes 3–6 weeks.

Receive test reports from the designated lab. Review the reports for any non-conformities. If failures occur, redesign and retest — this is the most common cause of timeline extension.

File the KC application through the KC Portal (rra.go.kr for radio; the relevant body for electrical safety). The AR submits the application on behalf of the foreign manufacturer, attaching the test reports, technical documentation, and mandate agreement.

Receive the KC certificate and certification number. For Conformity Registration, registration is typically granted within 1–2 weeks of a complete submission. For Conformity Certification, allow 4–8 weeks including review by the designated certification body.

Affix the KC mark and required Korean-language label information to the product and packaging. Verify the label includes all mandatory elements — KC mark, certification number, company name/address in Korean, power rating, and country of origin.

Notify the RRA of any design changes within 30 days. Changes that affect radio performance, safety, or the scope of certification require formal notification and may require re-testing. Maintain the certification by renewing with the AR annually and updating the KC Portal if company details change.

### What's the difference between KC Conformity Registration and KC Conformity Certification?

Conformity Registration (적합등록) is a self-declaration track where the manufacturer or Korean AR submits test reports to the RRA portal and the product is registered without third-party review of the technical file.
