# Korea KC Mark Certification Guide

The KC mark (Korean Certification mark) is mandatory for electrical products and radio equipment sold in the Republic of Korea, administered by the National Radio Research Agency (RRA) and the Korea Testing Laboratory (KTL). KC certification covers electrical safety under the Electrical Appliances and Consumer Products Safety Control Act and radio equipment under the Radio Waves Act — and for products already CE-marked, significant test duplication can be avoided through strategic planning.

## KC certification scope and administering bodies

### Electrical Products (KC Safety)

**Detail:** Covers KC 60950-1 and KC 62368-1 equivalents. Administered by KATS (Korean Agency for Technology and Standards) and KATRI (Korea Conformity Laboratories). Mandatory for mains-powered and battery-powered electrical appliances.

### Radio Equipment (KC Radio)

**Detail:** RRA (National Radio Research Agency) approval required for any product using Wi-Fi, Bluetooth, cellular, Zigbee, or other radio interfaces. All radio equipment must carry the KC radio certification number issued by the RRA.

### EMC (KC EMC)

**Detail:** Closely aligned with EN 55032/EN 55035. Administered by the RRA. Products that emit or are susceptible to electromagnetic interference require KC EMC assessment alongside radio certification.

### Children's Products

**Detail:** KC safety certification with additional requirements under the Korea Consumer Product Safety Commission (KCPSC). Enhanced test protocols and labelling requirements apply for products intended for children under 13.

## KC safety vs KC radio certification process

Identify applicable KC standards — Korean national standard equivalents of IEC standards (e.g. KC 62368-1, KC 60335 series). Check the KATS standard portal for the current adopted version and any Korean national deviations.

Select a KOLAS-accredited test laboratory in Korea, or an accredited lab participating in an MRA arrangement recognised by KATS/RRA. Confirm the lab is authorised for both safety and radio testing if both are required.

Submit test samples and application documents to the certifying body (KTL, KATRI, or RRA-designated body depending on product type). Typical sample requirement is 2–4 units.

KTL/KATRI/RRA review period — allow 4–8 weeks for a standard application. Complex radio products or new product categories may extend to 10–12 weeks.

KC mark licence issuance — the certifying body issues the KC certification number. This number must appear on the product label alongside the KC mark graphic.

Annual report submission to the certifying body — licensees must submit production quantity and quality management reports on an annual basis.

Factory audit requirements — certain product categories require periodic factory inspections by the certifying body. Confirm audit cadence at application stage.

## Test standard equivalencies — reducing duplication

KC 60950-1 is substantially equivalent to IEC 60950-1 / EN 60950-1. A gap analysis approach can be used where CE mark test data exists — identify Korean-specific deviations and conduct supplementary testing only.

KC 62368-1 is substantially equivalent to IEC 62368-1 (2018 edition). Products certified to EN 62368-1 can leverage existing test reports with gap testing for Korean national annexes.

RRA radio type approval for Wi-Fi (2.4 GHz and 5 GHz), Bluetooth, and Zigbee — test data from FCC- or CE-accredited labs may be accepted by the OCD with supplementary gap testing where Korean measurement protocols differ.

KC EMC standards are closely aligned to CISPR standards. The EN 55032 equivalent allows partial data sharing, though formal re-testing by a KOLAS-accredited lab remains common practice.

MRA between Korea and the EU/US is limited in scope. Partial test data sharing is possible, but full re-testing remains the most common approach and avoids certification delays from data-review queries.

## KC marking and labelling requirements

### KC Mark Display

**Detail:** The KC mark graphic must appear on the product alongside the certification number issued by the certifying body. Both elements are required — the mark alone without a certification number is non-compliant.

### Korean Language Product Label

**Detail:** A Korean-language label is mandatory, covering model name, rated voltage, rated current or power consumption, and relevant safety warnings. Certified Korean translation is required — machine translation is not acceptable.

### Importer/Distributor Information

**Detail:** The name and address of the Korean importer or distributor must appear on the product or its packaging in Korean. This is distinct from the manufacturer information and must be accurate at the point of importation.

### Energy Efficiency Label (where applicable)

**Detail:** Products within scope of Korea's energy efficiency labelling scheme (administered by KEI) must display the Star Rating label. Covered products include refrigerators, air conditioners, televisions, and certain IT equipment.

## Frequently asked questions

### Can CE marking test data be reused for Korea KC certification?

Partially. KC standards are largely harmonised with IEC/EN standards, so CE mark test reports from KOLAS- or ILAC-accredited laboratories can serve as a basis for KC assessment. A gap analysis is required to identify Korean national deviations, and supplementary testing must cover any differences found. Full re-testing remains common, particularly for radio products where the RRA may require testing in a Korean-accredited facility.

### Do we need a Korean entity to apply for KC certification?

For imported products, the Korean importer or an authorised local representative typically acts as the applicant. Foreign manufacturers can appoint a Korean-based agent or distributor as the registered certifying entity. The certifying body (KTL, KATRI, or RRA) will require a Korean contact for ongoing compliance communications and annual reporting obligations.

### What is the difference between the KC safety mark and the KC radio mark?

The KC safety mark covers electrical safety requirements under the Electrical Appliances and Consumer Products Safety Control Act, administered by KATS/KATRI. The KC radio mark covers radio equipment type approval under the Radio Waves Act, administered by the RRA. Products with Wi-Fi or Bluetooth require both: KC safety for electrical safety and KC radio from the RRA for the radio interface. A single KC mark on the product signifies compliance with all applicable schemes.

### How does KC certification for Wi-Fi 6E (6 GHz) products work in Korea?

Korea has allocated the 6 GHz band for Wi-Fi 6E use under RRA regulations. Products operating in this band require RRA type approval specifically covering 6 GHz operation — FCC 6 GHz certification data cannot be directly transferred without gap testing, as Korean EIRP limits and channel plans may differ. Engage an RRA-authorised lab early to confirm current 6 GHz requirements, as this framework is more recently established and subject to ongoing revision.
