# PESO Certification in India: Gas Cylinders, Petroleum and Hazardous Equipment

PESO (Petroleum and Explosives Safety Organisation) regulates a specific but important category of equipment in India — gas cylinders, petroleum storage equipment, and explosives. For most electronics and IT hardware, PESO is not applicable. But for companies in energy, hydrogen, industrial gas, or petroleum sectors, PESO approval is a mandatory gateway.

## Equipment requiring PESO approval

### Gas cylinders and pressure vessels

Gas Cylinders Rules 2016

**Examples:** LPG cylinders, compressed air cylinders, CNG cylinders, industrial gas cylinders (oxygen, nitrogen, hydrogen)

Cylinders must be approved by PESO. Import requires PESO approval certificate. Indian Standards (IS 7285, IS 3196, IS 16087, etc.) apply.

### Petroleum storage and dispensing equipment

Petroleum Rules 2002

**Examples:** Storage tanks, fuel dispensing pumps, tanker vehicles, underground storage tanks

Equipment used at petroleum storage facilities and fuel stations requires PESO approval.

### Explosives and detonators

Explosives Act 1884 and Explosives Rules 2008

**Examples:** Industrial explosives, blasting caps, detonating fuses, pyrotechnics

Import, manufacture, and storage of explosives all require PESO licensing. Not relevant for most tech/hardware importers.

### Cryogenic containers and vessels

Gas Cylinders Rules 2016

**Examples:** Liquid nitrogen containers, liquid oxygen storage, cryogenic tankers

Dewars and cryogenic vessels storing liquefied gases under pressure require PESO approval.

### Electrical equipment for hazardous areas (selected)

Cross-reference with BIS IS standards for hazardous area equipment

**Examples:** Flameproof motors, intrinsically safe instruments in petroleum environments

PESO may require approvals for electrical equipment used in PESO-regulated petroleum or explosive environments.

## PESO approval process

01

### Confirm PESO applicability for your equipment

Review Gas Cylinders Rules 2016 and Petroleum Rules 2002 to confirm if your product requires PESO approval. For most electronics and IT products, PESO is not applicable. PESO becomes relevant for gas/pressure/petroleum/explosive equipment.

02

### Get product tested per applicable IS standard

PESO-regulated equipment must comply with applicable Indian Standards. For gas cylinders, standards like IS 7285 apply. Testing must be done at competent test facilities.

03

### Submit application to PESO Nagpur

PESO's headquarters is in Nagpur. Applications for type approval of cylinders or pressure vessels are submitted to PESO with test reports, design drawings, material specifications, and manufacturing quality certificates.

04

### PESO factory inspection (for manufacturers)

PESO may conduct factory inspections for manufacturers of regulated equipment. Design approval is granted before production; batch-wise inspection certificates are issued during manufacture.

05

### Obtain PESO approval certificate

PESO issues an approval certificate specifying the equipment type, applicable standard, and approval conditions. This certificate is required for import customs clearance and for sale in India.

## Frequently asked questions

### Does BIS CRS and PESO both apply to gas cylinders?

Gas cylinders in India are primarily regulated by PESO under Gas Cylinders Rules 2016, with mandatory reference to IS standards. BIS issues Indian Standards (IS 7285 for seamless steel cylinders, IS 3196 for welded steel cylinders, etc.) and may have ISI Mark requirements for some cylinder categories. The intersection of BIS and PESO can be complex — for some cylinder types, both BIS IS Mark and PESO type approval are required. Verify with PESO Nagpur for your specific cylinder type.

### Does hardware equipment with lithium batteries need PESO approval?

No — standard consumer and industrial electronics with lithium batteries do not require PESO approval. PESO's jurisdiction covers gas cylinders, petroleum equipment, and explosives under specific statutory rules. Lithium batteries are regulated by BIS CRS (IS 16046 series) under MEITY — a completely different regulatory pathway. PESO becomes relevant only if your equipment is intended for use in classified petroleum or explosive environments.

### We are importing LPG cylinder valves — is PESO approval needed?

Yes. LPG cylinder valves (Reg. 26 of Gas Cylinders Rules 2016) require PESO type approval and must comply with applicable IS standards (IS 8737 or relevant standard for the valve type). Import of cylinder valves without PESO type approval is prohibited. The approval is product-type specific — each valve model/design requires its own PESO type approval.

**Disclaimer:** PESO requirements are governed by Gas Cylinders Rules 2016, Petroleum Rules 2002, and Explosives Act/Rules. Always verify current applicability and requirements directly with PESO Nagpur for your specific equipment type.
