# Self-Certification vs Notified Body: When Do You Need One?

Most hardware products can self-certify for CE marking under Module A (internal production control). But some product categories require Notified Body involvement. Understanding the difference affects your timeline, budget, and compliance strategy.

Problem

## Notified Body is the exception, not the rule

Many founders assume CE marking requires government approval or third-party certification. This is wrong for most products. CE marking is primarily a self-declaration by the manufacturer. You assess your product against applicable directives, apply harmonised standards, test at an accredited lab, compile a technical file, and sign the Declaration of Conformity yourself.

Notified Body involvement is required only for specific high-risk categories: certain medical devices, high-risk machinery, some radio products without applicable standards, and a few other regulated areas. For the vast majority of consumer electronics, IoT devices, and general hardware, self-certification under Module A is not only allowed—it is the standard path.

The pain point is not understanding which path applies to your product. Assuming you need a Notified Body when you don't means unnecessary cost and delay. Assuming you can self-certify when you can't means non-compliance and potential enforcement action. Getting this right early in your planning is critical.

Requirements

## When you can self-certify (Module A)

### Harmonised standards exist

If current harmonised standards cover your product's risks, you can apply them for presumption of conformity under Module A.

### Product category allows Module A

Most consumer electronics, IT equipment, and general machinery can use Module A. Check your specific directive for allowed modules.

### No high-risk features

Products without medical claims, certain machinery risks, or novel radio technologies typically qualify for self-certification.

## When you need a Notified Body

### Medical devices

Class I sterile/measuring devices and all Class IIa, IIb, and III medical devices require Notified Body involvement under MDR.

### High-risk machinery

Annex I machinery under the Machinery Regulation requires Notified Body involvement for conformity assessment.

### Radio equipment without harmonised standards

If your radio product uses a technology or frequency band without applicable harmonised standards, you may need Notified Body involvement.

### Personal protective equipment

Category II and III PPE requires Notified Body certification under the PPE Regulation.

### Can most consumer electronics self-certify for CE marking?

Yes. Most consumer electronics, IoT devices, and general IT equipment can self-certify under Module A when harmonised standards are applied. Notified Body involvement is the exception, not the rule, for these product types.

### How do I find a Notified Body if I need one?

The European Commission maintains the NANDO database of Notified Bodies. You must select a body that is notified for the specific directives and modules applicable to your product. Not all Notified Bodies cover all product types.

### Does using a Notified Body guarantee market acceptance?

No. Notified Body involvement provides additional assurance but does not guarantee market surveillance acceptance. Your product must still meet all essential requirements, and authorities can still request your technical file for review.

### Can I switch from self-certification to Notified Body later?

You can voluntarily choose Notified Body involvement even if not required, but switching from self-certification to required Notified Body involvement typically requires restarting the conformity assessment process.
