# TEC Certification for 5G Equipment in India

5G network equipment in India faces a dual compliance requirement: TEC MTCTE for technical Essential Requirements, and Trusted Telecom Portal (TTP) evaluation for supply chain security. Both processes run in parallel but are managed by different government bodies. Initiating them simultaneously is critical for meeting telecom operator deployment timelines.

## 5G equipment categories requiring MTCTE

### 5G NR Base Station (gNodeB)

TEC Essential Requirements for 5G NR Base Station

RAN equipment for 5G network deployment. Vendors must be on Trusted Telecom Portal (TTP) approved list for government/security-sensitive deployments.

### 5G Core Network Functions (virtualised)

TEC Essential Requirements for 5G Core / IMS

Software-defined 5G core network functions (AMF, SMF, UPF, etc.) require TEC certification.

### 5G NR User Equipment (UE) / 5G Smartphones

TEC Essential Requirements for 5G UE

5G smartphones and mobile broadband CPE must have MTCTE certification.

### 5G Fixed Wireless Access (FWA) CPE

TEC ER for FWA / CPE 5G

Outdoor and indoor 5G FWA units connecting homes and businesses to 5G networks.

### Small Cells and Indoor 5G Solutions

TEC ER for Small Cells

Enterprise and public venue 5G small cells and distributed antenna system (DAS) components.

## Trusted Telecom Portal (TTP) — what you need to know

Trusted Telecom Portal (TTP) is managed by DoT/NCSC and is distinct from TEC MTCTE — it evaluates vendor trustworthiness and country-of-origin risk, not just technical compliance.

Equipment from 'trusted sources' (as designated by DoT) can be deployed in Indian telecom networks without TTP approval. Equipment from non-designated sources requires TTP approval.

TTP evaluation includes security audit, source code review (for selected products), and supply chain assessment — timelines can be 6–12 months.

TEC MTCTE certification addresses technical Essential Requirements. TTP addresses supply chain security. Both are required for 5G RAN deployment by telecom operators.

Private 5G network deployments on Industrial Radio Stations (IRS) frequencies may have different TTP obligations — verify with DoT for enterprise 5G deployments.

## Certification process

01

### Identify all 5G equipment components requiring MTCTE

Map each network element (gNB, 5G core NF, CPE, small cell) to its TEC Essential Requirements document. The ER library is maintained on the TEC MTCTE portal.

02

### Assess Trusted Telecom Portal requirements alongside MTCTE

For telecom operator network deployments, assess TTP requirements in parallel. MTCTE and TTP are parallel processes and both should be initiated early for 5G RAN equipment.

03

### Engage TEC-recognized test laboratory

5G equipment testing requires labs equipped for 5G NR testing. Verify the lab is TEC-recognized for the specific equipment category before committing samples.

04

### Submit MTCTE application for each equipment model

Each model requires a separate MTCTE application. Upload test reports, ER compliance matrix, self-declaration, and technical documentation through the MTCTE portal.

05

### Maintain certification for software/firmware updates

5G equipment receives frequent software updates. Document how updates are managed within the certified configuration. Material changes to security features or interfaces may require MTCTE re-assessment.

## Frequently asked questions

### Is Trusted Telecom Portal (TTP) approval the same as TEC MTCTE?

No — they are separate processes. TEC MTCTE certifies technical compliance with Essential Requirements (performance, safety, interoperability). Trusted Telecom Portal (TTP) approval is a security and supply chain trustworthiness evaluation by NCSC under DoT. Both are required for 5G equipment deployed in commercial telecom networks. MTCTE certification can be granted while TTP review is ongoing.

### Does a 5G smartphone need TEC MTCTE certification in India?

Yes. 5G smartphones are telecom equipment under the MTCTE scheme. They require TEC certification covering 5G NR performance, LTE compatibility, SAR (via WPC), and other Essential Requirements. Smartphone OEMs typically handle MTCTE certification as part of their India market launch compliance, alongside BIS CRS (IS 13252 for information technology equipment) and WPC ETA for radio aspects.

### Are private 5G network components covered under MTCTE?

Yes — enterprise private 5G deployments using spectrum allocated as Industrial Radio Stations (IRS), or under the DoT captive non-public network (CNPN) framework, still require MTCTE for the network equipment. The distinction is in the spectrum licensing (operator vs enterprise), not in equipment certification. Both public carrier 5G and private 5G network equipment must meet TEC Essential Requirements.

### How long does TEC MTCTE take for a 5G base station?

For complex 5G NR equipment, the MTCTE process can take 4–9 months from test lab engagement to certificate grant. Testing alone (5G NR conformance) is typically 8–12 weeks. Additional time is needed for application preparation, TEC review, and any deficiency resolution. Parallel TTP assessment adds 6–12 months. Plan 5G India launch timelines accordingly — initiating MTCTE and TTP 12–18 months before planned commercial launch is advisable.

**Disclaimer:** 5G MTCTE requirements and TTP policies are actively evolving under India's 5G roll-out programme. Always verify current Essential Requirements and TTP criteria on the official TEC and DoT portals.
