# UAE Product Compliance Overview

Selling hardware into the UAE means routing through whichever of three federal regulators applies to your product — TDRA for anything with a radio or telecom function, MOIAT for products under an ECAS technical regulation, and EDE (formerly MOHAP) for medical devices — then layering in emirate-level business licensing and, for food, local food-authority registration. There is no single UAE-wide "CE mark" equivalent; the mark and process depend entirely on which regulator's scope your product falls into.

## The federal regulators you'll actually deal with

### TDRA — Telecommunications and Digital Government Regulatory Authority

Runs type approval for radio and telecommunications terminal equipment (RTTE). Any product with a wireless or telecom function needs a TDRA-registered supplier and a type approval decision before import, sale, or customs release.

### MOIAT — Ministry of Industry and Advanced Technology

Administers the Emirates Conformity Assessment Scheme (ECAS) for products under UAE technical regulations — cosmetics, detergents, food-contact materials, and other regulated categories, plus general product certification.

### EDE — Emirates Drug Establishment (formerly MOHAP)

Since a Federal Decree-Law transfer effective 29 December 2025, medical device and pharmaceutical regulation moved from the Ministry of Health and Prevention (MOHAP) to the newly established Emirates Drug Establishment. Registration, import permits, and licensed local agent requirements continue under EDE.

### ICP — Federal Authority for Identity, Citizenship, Customs and Port Security

The federal customs anchor. Coordinates with emirate-level customs points and enforces restricted-goods routing to the correct sector regulator (TDRA, MOIAT, or EDE) before release.

### MOCCAE and emirate food authorities

Federal Food Safety Law sets the legal basis; each emirate's local competent authority (ADAFSA in Abu Dhabi, Dubai Municipality Food Safety Department, and equivalents in the other five emirates) runs registration and import approval in practice.

## How to route a product through UAE compliance

01

Classify the product: does it transmit or receive radio/wireless signals, is it a medical device, does it fall under an ECAS-regulated technical regulation (cosmetics, detergents, food-contact materials, electronics), or is it general merchandise with no sector-specific regime?

02

Confirm the correct regulator and route: TDRA for telecom/radio, EDE for medical, MOIAT for ECAS-regulated categories, or the Federal Product Safety Law as a residual backstop for products with no narrower sector route.

03

Register the responsible entity: TDRA supplier registration, EDE company/marketing-authorization-holder status, or a valid UAE trade license for MOIAT/ECAS filings — all are prerequisites, not optional paperwork.

04

Determine testing and documentation depth: TDRA uses Level 1/2/3 risk tiers with escalating ILAC-lab testing; MOIAT ECAS requires accredited-lab test reports matched to the specific scheme; EDE requires device registration evidence appropriate to risk class.

05

Layer in emirate-specific requirements where applicable — food products and mainland e-commerce both need emirate-level registration (DED licensing, local food authority approval) in addition to the federal approval.

06

Clear customs through the ICP federal system, which checks for the relevant sector approval before releasing restricted goods.

## Frequently asked questions

### Does one UAE approval cover all seven emirates?

Federal approvals — TDRA type approval, EDE medical device registration, and MOIAT ECAS certificates — apply nationwide once granted. What does not carry automatically across emirates is business licensing (each emirate's Department of Economic Development issues its own trade license) and, for food products, registration with the local competent authority in each emirate you plan to sell into.

### What changed with the MOHAP to EDE transfer?

Federal Decree-Law No. 38 of 2024 moved medical device and pharmaceutical regulatory authority from the Ministry of Health and Prevention (MOHAP) to a newly established federal body, the Emirates Drug Establishment (EDE), effective 29 December 2025. The registration process, five-year certificate validity, and licensed local agent requirement are carried forward — only the issuing authority's name changed. Documentation and correspondence referencing MOHAP should be updated to reference EDE going forward.

### Is Arabic or English the controlling language for UAE regulations?

Arabic is the official language of UAE federal legislation. English translations are published on portals like uaelegislation.gov.ae for convenience, but where a portal notes that the Arabic text prevails, that caveat applies to compliance decisions — don't rely solely on an English translation for a disputed or high-stakes interpretation.

### Do I need a physical presence in the UAE to sell a product there?

It depends on the route. Federal product approvals (TDRA, MOIAT ECAS) generally require a valid UAE trade license held by the applicant or their local representative. Medical devices go further — EDE requires a licensed local agent with a medical store license to act as the registration and import-permit holder. General merchandise without a sector-specific regime has the lightest requirement, but still needs an importer of record for customs purposes.
