# UAE Consumer Protection Law: Federal Obligations for Hardware Sellers

Every hardware company selling into the UAE — whether through a local distributor, a retail channel, or direct e-commerce — is bound by Federal Law No. 15 of 2020 on Consumer Protection. The obligations are broader than most international suppliers expect: mandatory Arabic labeling, a minimum one-year warranty, and active post-market safety duties that do not end at the point of sale.

## What Federal Law No. 15 of 2020 requires from hardware suppliers

### Federal Law No. 15 of 2020 — Consumer Protection obligations

Federal Law No. 15 of 2020 on Consumer Protection (and its executive regulations) is the primary UAE consumer protection statute. It applies to all suppliers — manufacturers, importers, distributors, and retailers — placing goods or services on the UAE market. The law establishes a broad set of obligations covering product safety, information disclosure, labeling, pricing transparency, and post-sale remedies. Suppliers who are not physically present in the UAE but sell into the market online are also within scope.

### Mandatory warranty and after-sales service requirements

The law mandates a minimum one-year warranty on all products from the date of delivery to the consumer. During the warranty period, the supplier must repair or replace defective products at no cost to the consumer. Suppliers are also required to maintain an after-sales service capability — either directly or through a registered service partner — that can support consumers in the UAE. Failure to honor warranty claims or to maintain service capability exposes the supplier to Ministry of Economy complaints and financial penalties.

### Product safety and disclosure obligations

Suppliers must ensure that products placed on the UAE market are safe for their intended use and that consumers are informed of any residual risks. All relevant product information — including instructions for use, warnings, specifications, and country of origin — must be provided in Arabic. Products that pose a safety risk identified after market placement trigger a mandatory notification and recall obligation; suppliers must inform the Ministry of Economy and take corrective action without delay.

### MoE enforcement powers and penalties

The Ministry of Economy (MoE) is the primary enforcement authority for Federal Law No. 15 of 2020. MoE can conduct market surveillance inspections, order product recalls, impose administrative fines, and refer serious violations for criminal prosecution. Fines for consumer protection violations range from AED 10,000 to AED 2,000,000 depending on the nature and severity of the breach. Repeat violations attract higher penalties and can result in suspension of the supplier's trade license.

## Compliance steps for hardware companies entering the UAE

01

Review your product against the requirements of UAE Federal Law No. 15 of 2020: confirm it meets safety standards, that all required consumer information is included, and that your supply chain structure (manufacturer, importer, distributor) is clearly documented so liability is correctly allocated.

02

Ensure Arabic-language labeling is prepared and includes all mandatory consumer information: product name, country of origin, intended use, warnings, specifications, and supplier contact details. Arabic is required on the physical product or packaging — English-only labeling is non-compliant.

03

Establish a minimum one-year warranty program with a clear process for repair, replacement, or refund. Identify a UAE-based service partner or set up a service capability that can respond to consumer warranty claims within the country.

04

Prepare product conformity documentation — technical file, test reports, safety assessments — and ensure it is accessible for MoE market surveillance inspections. Documents should be in Arabic or translated into Arabic.

05

Register a complaint-handling process capable of receiving and responding to consumer complaints within the timeframes stipulated in MoE executive regulations. Unresolved complaints escalated to MoE will trigger an inspection.

## Frequently asked questions

### What does the UAE Consumer Protection Law require for hardware products?

Federal Law No. 15 of 2020 requires hardware suppliers to ensure their products are safe, properly labeled in Arabic with all mandatory consumer information, and backed by a minimum one-year warranty with after-sales service capability. Suppliers must also maintain a complaint-handling process and, if a safety issue is discovered post-sale, notify the Ministry of Economy and initiate a recall. The law applies to all entities in the supply chain — manufacturers, importers, distributors, and retailers.

### Is a 1-year warranty really mandatory in the UAE?

Yes. Federal Law No. 15 of 2020 mandates a minimum one-year warranty from the date of delivery for all products. The warranty must cover defects in materials and workmanship and obligate the supplier to repair or replace the product at no charge to the consumer. Suppliers may offer longer warranties commercially, but the one-year floor is a legal minimum that cannot be contracted out of. Offering a product without a compliant warranty exposes the supplier to MoE enforcement action.

### Must product documentation be in Arabic?

Yes. Under Federal Law No. 15 of 2020 and the UAE's wider commercial law framework, all consumer-facing documentation — labels, manuals, warnings, and warranty terms — must be provided in Arabic. Bilingual Arabic/English documentation is accepted and common in practice. Documentation provided only in English does not satisfy the Arabic requirement, and products found to lack Arabic labeling can be withdrawn from sale by MoE inspectors.

### What penalties apply for consumer protection violations?

Administrative fines under Federal Law No. 15 of 2020 range from AED 10,000 to AED 2,000,000 per violation, depending on severity. The Ministry of Economy can also order product withdrawal from the market, mandate a public recall at the supplier's expense, and suspend the supplier's commercial activities. Serious or repeat violations can be referred for criminal prosecution, which carries the possibility of imprisonment for responsible individuals in addition to financial penalties.
