# UAE Operator Network Approval: e& and du Device Acceptance

Cellular and SIM-based devices intended for the UAE market need approval not just from TDRA but from the network operators whose infrastructure they will use. e& (formerly Etisalat) and du each run separate device acceptance processes covering interoperability testing and technical documentation — and both approvals are needed if the device must work across both operator networks.

## What operator network approval covers

### Two operators, two approval processes

The UAE has two licensed fixed and mobile network operators: e& (formerly Etisalat) and du. Devices that connect to their networks — CPE, M2M modules, routers, SIM-based IoT hardware — typically require approval from the operator whose network they will use, separate from and in addition to TDRA type approval.

### Relationship to TDRA type approval

TDRA type approval covers the RF and telecom equipment technical compliance aspect at the regulator level. Operator network approval goes a layer deeper — it validates interoperability with the operator's specific network infrastructure (frequency bands, protocols, SIM provisioning) and is a commercial prerequisite for operator support and SIM issuance.

### Scope: what triggers operator approval

SIM-based cellular devices (4G LTE, 5G NR, NB-IoT, Cat-M) intended for use on UAE networks are the primary trigger. Fixed-line CPE, VoIP endpoints, and devices provisioned for enterprise mobile contracts also typically require operator acceptance testing. Wi-Fi-only and Bluetooth-only devices connecting to the internet via existing network infrastructure generally do not.

### Commercial and technical requirements

Operators typically require IMEI registration, network interoperability testing (IOT) on their lab or live network, a technical data sheet, and a TDRA type approval certificate or reference number. The output is an operator-specific device acceptance letter or product listing on the operator's approved device register.

## Approval process

01

Confirm TDRA type approval is in place or in progress — operator approval processes in the UAE typically require the TDRA certificate or at minimum a TDRA application reference number before the operator will begin their own review.

02

Identify which operator(s) the device will connect to: e&, du, or both — if the device must work on both networks, separate submissions to each operator are required.

03

Contact the operator's device approval or vendor management team; e& and du each have dedicated portals or vendor engagement processes for device manufacturers seeking network approval.

04

Submit required documentation: TDRA type approval certificate, technical data sheet, frequency band list, IMEI format specification, and any IOT test reports from compatible lab environments.

05

Complete interoperability testing (IOT) if required by the operator — this may be done remotely via their test network or in-person at the operator's device lab in the UAE.

06

Receive the operator's device acceptance confirmation — this may be an acceptance letter, a device ID number, or inclusion on the operator's approved device list used for SIM provisioning and enterprise procurement.

07

Maintain approval: notify the operator of firmware changes that affect modem behaviour or frequency band support, and renew if the operator requires periodic re-testing for long-term SIM contracts.

## Frequently asked questions

### Is operator approval mandatory by law?

Operator network approval is not a statutory requirement in the same way TDRA type approval is — it is a commercial prerequisite set by each operator for devices they will support on their network. In practice, without operator approval, the operator will not provision SIMs for the device and enterprise customers cannot obtain operator support — making it effectively mandatory for any commercial deployment on UAE networks.

### Can one approval cover both e& and du?

No. e& and du are separate operators with independent approval processes. A device approved by e& is not automatically approved by du. If the product needs to work across both networks — common for IoT modules sold to enterprise customers with mixed operator contracts — separate submissions and approvals are needed for each.

### What is the timeline for operator approval?

Timeline varies significantly by operator, device complexity, and whether interoperability testing is required. Simple devices with existing IOT reports from compatible test suites may complete in 4–8 weeks. Devices requiring live network IOT testing can take 3–6 months. Engaging the operator's device team early in the product cycle shortens the critical path.

### Do IoT modules require the same approval as consumer smartphones?

The approval process is the same in principle, but the scope of IOT testing for IoT modules (NB-IoT, Cat-M) is typically more focused on data connectivity, network attach/detach behaviour, and power management than the full voice and multimedia testing that applies to smartphones. Module manufacturers sometimes pre-approve modules with operators, which can simplify approval for device makers integrating those modules.
