The CoC comes from a certification body on the Civil Defence approved list, or from DCD's Emirates Safety Laboratory for some categories. Registration is done by a UAE-licensed company. The federal framework is Federal Law No. 23 of 2006 concerning Civil Defence, and the technical rulebook is the UAE Fire and Life Safety Code of Practice. The current base edition is 2018; it has been updated since through amendments, annexes and authority circulars rather than replaced. The Code sets the design, equipment, installation and maintenance requirements for buildings, and requires fire and life safety products to be certified and approved by Civil Defence before they are used. Abu Dhabi has its own authority, the Abu Dhabi Civil Defence Authority (ADCDA), which issues local amendments to the same Code. ### What "DCD approval" means for a product For a manufacturer, DCD approval means the product is registered with Dubai Civil Defence on the strength of a Civil Defence Certificate of Conformity (CoC). Consultants and contractors can only specify and install registered products, and DCD inspectors check installed equipment against the approval when they inspect a building. A UL Listing, FM Approval, CE marking, LPCB or VdS certificate on its own does not satisfy DCD. These certificates are the evidence a Civil Defence CoC is built on, but they are not the CoC itself. ### The Civil Defence Certificate of Conformity (CoC) The CoC is a document in a format set by Civil Defence that summarises a product's certification, test standards and results. It is issued by a certification body on the Civil Defence approved list. UL's published guidance for UAE Civil Defence CoCs says the accepted certification bodies are accredited to ISO/IEC 17065 by an accreditation body that signs the IAF or EA multilateral agreements, and they must use ISO/IEC 17025-accredited test laboratories. The same guidance says each manufacturing location needs its own test evidence: a product made in a second factory needs correlation testing. When Civil Defence changes its requirements or the underlying standard is revised, the CoC has to be revised too. ### Emirates Safety Laboratory (ESL) The Emirates Safety Laboratory, operated by Dubai Civil Defence in Al Warsan, tests fire safety products and issues certificates of conformity. In 2023 DCD announced that some higher-risk construction products, including fire-resistant doors, cladding, fire-resistant electrical cables, air ducts and wireless alarm systems, must be assessed by ESL. Products already certified elsewhere had to be re-assessed by ESL before they could be registered for use in Dubai. Check with DCD whether your product category falls under the ESL-only route before you choose a certification body. ### Product categories that need Civil Defence approval In practice, any product that forms part of a building's fire or life safety system needs approval. That covers fire detection and alarm (smoke, heat and multi-sensor detectors, beam detectors, manual call points, control panels, sounders and beacons, voice alarm), suppression (sprinkler heads, valves, foam, gaseous systems such as FM-200 and CO2), fire fighting equipment (extinguishers, hose reels, hydrant valves, fire pumps), emergency and exit lighting, and passive fire protection (fire-rated doors and hardware, dampers, firestopping, fire-resistant cables, ducts, cladding and facade systems). ### Product approval vs building approvals Many searches for "civil defence certificate Dubai" are about buildings rather than products. Building owners and tenants need DCD drawing approvals, inspections and completion or safety certificates for new buildings, fit-outs and renovations. These are submitted through DCD's e-services by DCD-registered fire consultants and contractors. Those building approvals depend on product approvals: if a project uses an unregistered detector, door or cable, the inspection fails and the item has to be replaced. This guide covers the product side, which is the manufacturer's and supplier's responsibility. ### Consequences of using non-approved products At DCD inspection, unregistered or mismatched products are flagged as non-compliant. The contractor must then remove and replace them, which delays handover and the building's completion approvals. The cost usually lands on whoever specified or supplied the product. For manufacturers, losing a project at the inspection stage is far more expensive than getting the approval in place before tender. ## DCD approval route at a glance Stage Who What happens 1\. Read the chapter for your system (detection, suppression, egress lighting, passive protection) and any DCD circulars that update it. 02 Check whether your category must go through the Emirates Safety Laboratory (for example, fire doors, cladding, fire-resistant cables, ducts, wireless alarm systems) or can use any certification body on the Civil Defence approved list. 03 Gather your existing evidence: test reports, certification (UL, FM, LPCB, VdS, EN/CE) and the factory locations they cover. Ask the certification body what correlation testing is needed for each additional factory. 04 Apply for the Civil Defence Certificate of Conformity. Under UL's published process, the certificate holder or an authorised agent licensed to trade in the UAE applies, and test samples must come from the manufacturing site. 05 Appoint or confirm a UAE-licensed company to handle registration with Dubai Civil Defence through DCD's e-services. Provide a letter of authorisation from the manufacturer, the CoC, datasheets and installation manuals. 06 Respond quickly to DCD technical queries. Most delays come from mismatches between model numbers, the CoC and the datasheet. 07 Once registered, give consultants and contractors the registration details and the CoC with your submittals, and track when they need renewing or updating. ## Frequently asked questions ### What is DCD approval in Dubai? DCD approval is Dubai Civil Defence's acceptance of a fire or life safety product, or of a building's fire safety design and installation. For products, it means the product is registered with DCD based on a Civil Defence Certificate of Conformity (CoC) from an approved certification body or the Emirates Safety Laboratory. For buildings, it means DCD has approved the drawings and passed the inspections. A building can only be approved if every fire safety product in it is approved. ### What fire safety products need DCD approval in Dubai? Any product that forms part of a fire or life safety system in a Dubai building. This includes detectors, manual call points, fire alarm panels, sounders and voice alarm equipment, sprinkler heads and valves, gaseous and foam suppression systems, extinguishers, hose reels, fire pumps, emergency and exit lighting, fire-rated doors and hardware, dampers, firestopping, fire-resistant cables, ducts, and cladding and facade systems. If it is in the fire strategy, assume it needs approval. ### Does CE marking, UL Listing or FM Approval satisfy Dubai Civil Defence? Not on its own. CE marking (for example to EN 54), UL Listing and FM Approval are accepted as evidence, but DCD needs a Civil Defence Certificate of Conformity issued by an approved certification body, followed by registration in Dubai. UL's guidance states that a standard UL certificate is not accepted in place of the Civil Defence CoC. Existing test reports often cut down how much re-testing is needed. ### What is a DCD-approved lab or certification body? It is a testing laboratory or certification body that UAE Civil Defence accepts for product certification. The accepted certification bodies are accredited to ISO/IEC 17065 and use ISO/IEC 17025 labs; UL, Intertek, TUV Rheinland and BSI are among the international bodies that issue Civil Defence CoCs. Dubai Civil Defence also runs its own lab, the Emirates Safety Laboratory, which some categories must use. The approved list changes, so check the current list with the authority before you commission tests. ### Can a foreign manufacturer apply for DCD approval directly? Usually not by itself. A foreign manufacturer can obtain the Civil Defence CoC from a certification body, but registering the product in Dubai is normally done through a UAE-licensed company: the manufacturer's own UAE entity, an agent or a distributor, acting with the manufacturer's authorisation. Choose this partner carefully, because the registration sits with them. ### How long does Dubai Civil Defence product approval take? It depends on whether test evidence already exists. If a product already has current certification from an approved body, the Civil Defence CoC can be issued fairly quickly; UL quotes roughly ten business days after the project opens in straightforward cases. New testing, ESL assessment, extra factories, or mismatches between the CoC and the technical data add time. Allow for the full route, including registration, before the product is due to be specified on a project. ### Is a Dubai Civil Defence approval valid in Abu Dhabi and other emirates? Not automatically. The Civil Defence CoC format is accepted across the UAE, but Dubai (DCD) and Abu Dhabi (ADCDA) run their own authorities, approvals and local amendments to the Code. Plan a registration in each emirate where your product will be installed, using the same CoC as the basis. ### Where can I check whether a product is DCD approved? Ask the supplier for the Civil Defence CoC and the Dubai registration, and check them against the exact model numbers in your submittal. Approved product details are available through DCD's e-services.
