# UAE ECAS Certification for Electrical Products

The Emirates Conformity Assessment Scheme (ECAS) is the UAE's mandatory product safety certification framework for electrical equipment. Administered by ESMA, it requires accredited CAB certification against UAE.S standards before regulated product categories can be sold, imported, or distributed in the UAE — CE marking or other international certifications do not substitute for it.

## How ECAS works

### ESMA as scheme owner

The Emirates Authority for Standardization and Metrology (ESMA) administers ECAS. It sets which product categories are mandatory, which UAE.S standards apply, and which conformity assessment bodies (CABs) are accredited to certify products under the scheme.

### Mandatory vs voluntary scope

ECAS has a mandatory track for regulated product categories — electrical appliances, lighting, cables, and similar — where products cannot legally enter the UAE market without a valid ECAS certificate. A voluntary track exists for non-mandatory categories but is rarely used by hardware manufacturers.

### Accredited CAB testing

Certification must be issued by an ESMA-accredited CAB. The CAB either tests in-house or accepts reports from ILAC-accredited laboratories. CE/LVD and IEC test reports can often be submitted as supporting evidence, but the CAB makes the final determination on acceptability.

### ECAS conformity mark

Approved products receive the ECAS conformity mark, which must be displayed on the product or packaging. The mark is tied to a specific certificate covering defined model variants — changes to the product that affect compliance require a certificate amendment or renewal.

## ECAS certification process

01

Determine whether your product category is in the ECAS mandatory scope by checking the ESMA regulated products list — this sets whether ECAS is required for UAE market entry or only recommended.

02

Identify the applicable UAE.S standards for your product category; these are typically adopted from IEC or EN standards and set the technical requirements the CAB will test against.

03

Engage an ESMA-accredited conformity assessment body (CAB), submit your technical file, and arrange product testing — either at the CAB's own lab or at an ILAC-accredited third-party lab whose report the CAB accepts.

04

Receive the ECAS certificate from the CAB covering your model number(s) and variant list; confirm the certificate validity period and any conditions of maintenance (e.g., factory audits, periodic surveillance).

05

Apply the ECAS conformity mark to product and packaging per ESMA marking requirements before shipping to the UAE.

06

Register the certificate and product details with ESMA's product registry or the relevant UAE authority (some categories require registration in addition to certification) before customs clearance.

07

Maintain the certificate: notify the CAB of design changes, renew before expiry, and update the variant list if new models are added under the same product family.

## Frequently asked questions

### Can a CE mark substitute for ECAS certification?

No. CE marking satisfies EU requirements; UAE ECAS is a separate mandatory scheme with its own UAE.S standards and accredited CABs. A CE test report can be submitted as supporting evidence to the CAB, but the CAB decides whether the report scope and lab accreditation are sufficient — CE marking alone does not grant ECAS certification.

### What happens if a product enters the UAE without an ECAS certificate?

Products in mandatory ECAS scope without a valid certificate are subject to customs hold, rejection, or confiscation by UAE Customs and ESMA market surveillance. Importers and distributors face fines and potential product destruction, making pre-shipment certification essential.

### How long does ECAS certification take?

Timeline depends on the CAB's workload and whether existing test reports are accepted. If new testing is required, expect 4–10 weeks for lab testing plus CAB review time. Submitting a complete technical file with existing IEC test reports from ILAC-accredited labs can shorten review significantly.

### Does ECAS cover radio/wireless features?

ECAS primarily covers electrical safety and EMC aspects. Wireless and radio functions in the same product additionally require TDRA type approval — these are parallel, non-overlapping requirements that both need to be satisfied before UAE market entry for a connected electrical product.
