# UAE Free Zone Compliance: JAFZA, DAFZA, and KIZAD Regulatory Regimes for Electronics Importers

UAE free zones offer a compelling regional distribution model — but the compliance picture shifts sharply the moment goods cross from a free zone into the mainland. This guide unpacks what the free zone boundary means for electronics importers using JAFZA, DAFZA, and KIZAD.

## UAE free zone landscape for electronics

### Free zone vs mainland distinction

Products stored and re-exported from UAE free zones are not subject to UAE ECAS or TDRA requirements. But products sold into the UAE mainland from free zones must comply with all UAE regulations — including TDRA type approval, MoIAT ECAS, and consumer protection rules. The free zone boundary is the compliance trigger.

### JAFZA (Jebel Ali Free Zone)

The largest free zone globally by trade volume, JAFZA is commonly used by electronics distributors as a regional hub for MENA and Africa. It has its own business licensing authority separate from the Dubai Department of Economy and Tourism, and offers bonded warehousing, re-export facilities, and 100% foreign ownership.

### DAFZA (Dubai Airport Free Zone)

Preferred by time-sensitive electronics importers due to proximity to Dubai International Airport, DAFZA operates under Dubai Airports authority. It suits companies shipping high-value, low-volume electronics that require fast turnaround between import and re-export.

### KIZAD (Khalifa Industrial Zone Abu Dhabi)

Abu Dhabi's industrial free zone, KIZAD is preferred for electronics manufacturers and heavy industry. It is linked to Khalifa Port, a major container terminal, making it well-suited for bulk electronics manufacturing and large-volume import/export operations.

## Setting up in a UAE free zone: step by step

01

Decide whether free zone warehousing meets your logistics model — free zone is optimal for regional distribution hub, bonded storage, and re-export; mainland setup is required if selling directly to UAE customers.

02

Incorporate a free zone entity — JAFZA, DAFZA, and KIZAD each have their own licensing processes; free zone companies can own 100% of their business without a local sponsor, which is a key advantage over mainland structures.

03

Classify goods under the GCC Combined Nomenclature at the time of free zone entry — even in the free zone, HS classification drives duty liability when goods eventually cross to the UAE mainland.

04

When selling from free zone to UAE mainland, the movement is treated as a customs import — 5% GCC common tariff duty and 5% VAT are payable at that point, and all UAE product compliance requirements (TDRA, ECAS, consumer protection) apply.

05

Check whether your product requires mandatory approvals before it can even enter the free zone for inspection or testing purposes — some TDRA-controlled radio equipment has import restrictions that apply at the port of entry regardless of free zone status.

## Frequently asked questions

### Can products stored in a UAE free zone be sold to mainland customers without UAE compliance?

No. The free zone exemption applies to re-export only. When goods move from a UAE free zone into the mainland — whether sold to a UAE customer or transferred to a mainland warehouse — they are treated as a fresh customs import and must meet all UAE product compliance requirements, including TDRA type approval, ECAS certification, and consumer protection labeling.

### What is the customs duty when moving goods from a free zone to the UAE mainland?

The movement from a UAE free zone to the mainland is treated as an import and attracts the GCC common external tariff, which is typically 5% for electronics. VAT at 5% is also payable at that point. The importer of record for the mainland entry is liable for both charges.

### Do free zone companies need a UAE business licence?

Free zone companies hold a licence issued by the free zone authority — for example, a JAFZA licence or a DAFZA licence — rather than a mainland UAE trade licence from the Department of Economy and Tourism. To conduct business directly with mainland UAE customers (not through a mainland distributor), a separate mainland licence or a branch office is typically required.

### How does VAT apply to free zone companies selling within the UAE?

UAE VAT (5%) applies when goods are supplied to customers in the UAE mainland or to non-designated free zones. Supplies between designated free zones — those listed in the UAE VAT legislation — are treated as outside the scope of UAE VAT. JAFZA is a designated free zone; confirm the status of your specific free zone with a UAE VAT advisor before structuring transactions.
