# UAE/GCC Conformity Mark (GSO): The Gulf Standard for Electrical Products

The GCC Conformity Mark — the GSO mark — is the single mandatory symbol that unlocks six Gulf markets at once. For electrical and electronic products, it is not optional: products in mandatory categories cannot clear customs in the UAE, Saudi Arabia, Kuwait, Qatar, Bahrain, or Oman without it. This guide explains what the mark covers, how GSO standards map to IEC, and how to obtain a certificate efficiently.

## How the GCC Conformity Mark works

### What the GCC Conformity Mark (GSO mark) is and which markets require it

The GCC Conformity Mark — commonly called the GSO mark — is the mandatory conformity symbol for electrical, electronic, and consumer products subject to GCC Technical Regulations. It is required across all six Gulf Cooperation Council member states: UAE, Saudi Arabia, Kuwait, Qatar, Bahrain, and Oman. The mark signals that the product has been assessed against the applicable GSO standard and found to conform. In the UAE, the national body responsible for administering GSO-mark conformity assessment is ESMA (Emirates Authority for Standardization and Metrology). In Saudi Arabia, the equivalent body is SASO.

### GSO standards and their relationship to IEC/ISO international standards

The majority of GSO technical standards are direct adoptions of IEC or ISO international standards, published under a GSO reference number. For example, GSO IEC 60335 (safety of household electrical appliances) adopts the IEC 60335 series; GSO IEC 62368 (audio/video and ICT equipment safety) adopts IEC 62368-1. In most cases, test reports to the IEC parent standard from an ILAC-accredited laboratory are accepted as the technical basis for GSO conformity assessment, subject to a gap analysis confirming no GCC-specific deviations exist in the adopted standard. Always verify whether the GSO adoption includes country-specific annexes or deviations before relying on an IEC test report alone.

### Product categories covered by mandatory GSO marking

Mandatory GSO marking applies to a defined list of electrical and electronic product categories set out in the GCC Technical Regulations. Key categories include: household electrical appliances (white goods, kitchen appliances, personal care), power supplies and adapters, lighting products (LED drivers, luminaires, lamps), audio and video equipment, ICT equipment, extension cords and wiring accessories, and selected consumer electronics. Industrial equipment and products sold exclusively to commercial or professional buyers may fall outside mandatory scope, but the line is drawn by product category definition in the technical regulation rather than by the buyer's sector.

### Third-party certification vs self-declaration routes under GSO

The GSO framework distinguishes between products requiring mandatory third-party certification by an accredited conformity assessment body and those where a supplier's self-declaration supported by test reports is sufficient. Most mandatory-mark products require third-party certification: the manufacturer submits a dossier — including test reports from an ILAC-accredited laboratory and a technical file — to a conformity assessment body accredited by ESMA (UAE) or SASO (Saudi Arabia). The body reviews the dossier and issues a GSO conformity certificate, upon which the mark may be applied. Self-declaration routes are less common for mandatory-mark categories and must be confirmed against the specific technical regulation.

## GSO certification process step by step

01

Confirm whether your product falls within a mandatory GSO marking category under the GCC Technical Regulations. The mandatory product list is maintained by GSO and mirrored on national body websites (ESMA for UAE, SASO for Saudi Arabia). If your product type is listed, the GSO mark is required before market entry in any of the six GCC states.

02

Identify the applicable GSO standard for your product. Most GSO standards are IEC or ISO adoptions — locate the GSO reference number and check whether any GCC-specific annexes or deviations have been added to the parent international standard.

03

Commission testing at a GSO-approved or ILAC-accredited laboratory. The test report must reference the GSO standard (not only the IEC parent standard) or be accompanied by a gap analysis confirming full equivalence. Confirm the laboratory's recognition status with the national body before committing to a test programme.

04

Assemble the conformity assessment dossier: test report(s), technical file, product description, manufacturing site details, and any required factory inspection or audit evidence. Submit the dossier to the relevant national body — ESMA for UAE market access, SASO for Saudi Arabia — or to a conformity assessment body they have accredited.

05

Upon receipt of the GSO conformity certificate, apply the GCC Conformity Mark to the product and its packaging in accordance with the marking requirements specified in the technical regulation. Retain the certificate and supporting dossier — national bodies and customs authorities can request them at any time.

## Frequently asked questions

### Is the GSO mark the same as the UAE ECAS certificate?

No, they are different instruments that can both apply to the same product. The GSO mark is a GCC-wide conformity mark applied to products assessed against GSO technical standards — it provides market access across all six GCC states. The UAE ECAS certificate is a UAE-specific conformity certificate issued by MOIAT under the Emirates Conformity Assessment Scheme for products on MOIAT's regulated-products list. In practice, some product categories require both a GSO conformity certificate (for the mark) and an ECAS certificate (for UAE customs clearance). The two are complementary, not interchangeable.

### Can CE test reports be used for GSO certification?

CE test reports from ILAC-accredited laboratories can generally be used as the technical basis for GSO conformity assessment, because most GSO standards are direct adoptions of the IEC standards that also underpin CE marking. However, a gap analysis is required to confirm that the CE test parameters satisfy the GSO standard with no GCC-specific deviations. Where deviations exist — for example, GCC-specific voltage, frequency, or plug/socket requirements — supplementary testing is needed. Submit the CE test report alongside the gap analysis as part of the GSO conformity assessment dossier rather than expecting automatic acceptance.

### Which GCC countries require the GSO mark?

The GSO mark is required in all six GCC member states: UAE, Saudi Arabia, Kuwait, Qatar, Bahrain, and Oman. The mark is administered nationally — ESMA in the UAE, SASO in Saudi Arabia, PACI/BIDAA in Kuwait, QSTP/QS in Qatar, BSMD in Bahrain, and DGSM in Oman. Obtaining a GSO conformity certificate from one national body does not automatically provide market access in all six states; in some cases, a certificate or registration must be obtained from each country's national body. The practical level of GCC-wide mutual recognition varies by product category.

### How long does GSO certification take?

GSO certification timelines depend on the product category, the complexity of the technical file, and the workload of the conformity assessment body. A straightforward ICT product with an existing IEC 62368-1 test report can move through GSO conformity assessment in four to eight weeks. Products requiring factory inspections or additional testing against GCC-specific requirements can take three to six months. Plan certification timelines well before market entry — customs authorities in GCC states can hold shipments of products in mandatory categories that lack a GSO conformity certificate, with costs borne by the importer.
