# UAE Halal and Food-Contact Compliance: ESMA and MoHAP Requirements for Consumer Products

Consumer products with food-contact surfaces or halal claims face a distinct layer of UAE compliance on top of standard product certification. ESMA administers mandatory standards for food-contact materials and recognised halal certification bodies, while MoHAP controls food import registration. Missing either pathway can stop a shipment at the border.

## UAE halal and food-contact regulatory framework

### UAE halal requirements under UAE.S 2055 and GSO 2055

The UAE's primary halal standard is UAE.S 2055 (General Requirements for Halal Food), which aligns closely with the GCC-level GSO 2055 halal standard. Products making halal claims on the UAE market must be certified by a halal certification body recognised by ESMA. The ESMA-recognised halal certification body list is maintained on the ESMA website. Unauthorised use of halal claims or the halal logo without a valid certificate from a recognised body is a regulatory offence subject to enforcement by ESMA and the Ministry of Economy.

### Food-contact material regulations and permitted substances

Products with surfaces that contact food — kitchen appliances, cookware coatings, food storage containers, and electronic devices used in food preparation — must comply with UAE requirements for food-contact materials. ESMA administers mandatory standards covering permitted materials and substances for food-contact use, referencing Gulf and international permitted substances lists. Migration limits for plastics, coatings, and metals follow standards compatible with GSO and, in many cases, EU Regulation 10/2011 principles, but UAE-specific confirmation is required — EU food-contact declarations are not automatically accepted without evidence of alignment.

### MoHAP food import registration for food-adjacent products

The Ministry of Health and Prevention (MoHAP) administers food import registration in the UAE. Products that meet the regulatory definition of food — or that are sufficiently food-adjacent to trigger MoHAP scrutiny at the border — require registration before import. This is most relevant for supplement devices, food-contact consumer electronics, and any product that contacts or processes food in a domestic setting. MoHAP's electronic import registration system (e-Mirsal) is the primary gateway. Confirm with a UAE regulatory consultant whether your specific product type falls within MoHAP's food import scope.

### Arabic labeling requirements for food-contact and halal-claimed products

All food-contact products and halal-claimed products sold in the UAE must carry Arabic-language labeling as the primary or co-primary language. Mandatory labeling elements include the product name, country of origin, manufacturer details, materials composition (for food-contact items), halal certification body name and certificate number (for halal-claimed items), and any relevant warnings. English-only labeling is non-compliant regardless of how clearly the information is presented. Bilingual Arabic/English labeling is the standard commercial approach.

## Compliance process for halal and food-contact products

01

Determine whether the product makes halal claims (on packaging, marketing, or product naming) or has surfaces that contact food during normal use. Either characteristic triggers a separate compliance pathway.

02

For halal claims: commission halal certification from an ESMA-recognised halal certification body before making any halal claim in the UAE market. The certification body conducts an audit of the manufacturing process, ingredient sources, and supply chain to confirm conformity with UAE.S 2055 / GSO 2055.

03

For food-contact surfaces: verify that all materials in contact with food comply with UAE and GSO permitted substances lists. Obtain a food-contact safety assessment or migration test report from an accredited laboratory to confirm compliance with applicable migration limits.

04

Register with MoHAP for food import if the product meets the definition of food or falls within a food-adjacent category that triggers MoHAP border inspection. Submit the required product dossier through the e-Mirsal system.

05

Ensure all product packaging and labeling carries compliant Arabic-language information, including the halal certification body name and certificate reference number for halal-claimed products, and materials composition for food-contact items.

## Frequently asked questions

### Which electronics products need halal certification in the UAE?

Electronics products need halal certification in the UAE only if they make an explicit halal claim in their marketing, packaging, or product naming. A food processor, blender, or kitchen appliance does not need halal certification simply because it contacts food — but if the manufacturer markets it as 'halal-certified' or uses halal logos, a valid certificate from an ESMA-recognised body is required. Products that contain food ingredients (e.g. flavoured coatings, food-grade lubricants) may also be subject to halal requirements if those ingredients are presented as a selling point.

### What materials are restricted for food-contact use in the UAE?

UAE food-contact regulations follow Gulf (GSO) and international standards restricting certain plasticisers, heavy metals, and specific monomers and additives in plastics that contact food. Bisphenol A (BPA) migration limits apply to polycarbonate food-contact products. Heavy metal migration (lead, cadmium, chromium) is restricted in coatings and glazes. The specific permitted substances list and migration limits are set out in the applicable UAE.S or GSO standard for each material type (plastics, metals, coatings). An accredited laboratory migration test is the standard way to confirm compliance.

### Is EU food-contact documentation accepted in the UAE?

EU food-contact declarations of conformity (based on EU Regulation 10/2011 for plastics or relevant EU framework regulations) are not automatically accepted as UAE compliance documentation. The UAE and GSO standards for food-contact materials align with EU principles in many areas but are not formally equivalent. In practice, a laboratory migration test report from an ILAC-accredited laboratory, accompanied by a compliance statement referencing the applicable UAE/GSO standard, is the expected format. An EU DoC can be submitted as supporting evidence but should be supplemented with explicit confirmation of UAE/GSO standard compliance.

### Does a product with a food-contact surface always need halal certification?

No. A food-contact surface and a halal claim are separate regulatory triggers. A stainless steel cooking pot has a food-contact surface and must comply with UAE food-contact material requirements, but it does not need halal certification unless the manufacturer explicitly makes a halal claim about the product. Halal certification is required when a halal claim is made — it is not automatically required for every product that touches food. The two pathways are independent: a product can need both (if it contacts food and makes a halal claim), either one, or neither.
