# UAE Mandatory Energy Label: ESMA Registration for Electronics and Appliances

The UAE requires mandatory energy labelling and ESMA type approval for a growing list of electronics and electrical product categories — from air conditioners and televisions to LED lighting and refrigerators. Products must be registered on the ESMA portal before customs clearance, and must meet minimum energy performance standards to enter the market at all. Because the UAE uses GCC/GSO standards, UAE approval is often the first step in a GCC-wide market entry strategy.

## UAE energy labelling for electronics

### UAE mandatory energy labelling framework

The UAE has implemented a mandatory energy labelling and minimum energy performance standards (MEPS) framework administered by ESMA (Emirates Authority for Standardisation and Metrology). Products covered by UAE energy labelling regulations cannot be placed on the UAE market unless they carry the required UAE energy label showing the product's energy efficiency class. The framework aligns with the GCC Standardisation Organisation (GSO) standards, meaning compliance typically satisfies energy labelling requirements across all six GCC member states (UAE, Saudi Arabia, Qatar, Kuwait, Bahrain, and Oman).

### Electronics product categories in scope

UAE mandatory energy labelling covers a growing list of electrical and electronic product categories. Currently in scope: air conditioners (window, split, packaged), refrigerators and freezers, washing machines, dishwashers, televisions, LED lighting, electric motors, and water heaters. Planned expansions cover additional consumer electronics categories. The energy label displays an A to G efficiency class (with A+, A++, A+++ for most efficient), annual energy consumption in kWh, and other product-specific performance parameters.

### ESMA type approval and registration

Electronics products subject to UAE mandatory energy labelling must obtain ESMA type approval before market entry. The approval process requires: product testing at an ESMA-accredited or internationally recognised laboratory against the applicable GSO standard; submission of test reports, product technical documentation, and label artwork to ESMA; and registration on ESMA's product registry. Imported goods must be registered before customs clearance. ESMA maintains an online product registration portal where approved products can be verified by customs officials and consumers.

### MEPS and market access

In addition to labelling, the UAE's MEPS requirements set minimum efficiency levels below which products cannot legally be sold. Products that fail to meet the MEPS threshold — regardless of what efficiency class they achieve — are prohibited from the UAE market. For electronics, this is most directly relevant to air conditioners, refrigerators, and lighting. Importers and local agents who place non-compliant products on the market face seizure and penalties administered by ESMA and supported by UAE customs authorities.

## ESMA type approval and registration steps

01

Identify whether your electronics product category is subject to UAE mandatory energy labelling: check ESMA's current list of regulated products and the applicable GSO standard number for your product category.

02

Obtain product testing at a laboratory accredited to conduct tests under the applicable GSO standard — ESMA publishes a list of accepted laboratories, which includes both UAE-based and internationally recognised testing organisations (SGS, Intertek, TÜV).

03

Prepare the technical file for ESMA type approval submission: product specifications, test reports, label artwork showing the correct UAE energy efficiency class and performance data, and a declaration of conformity with the applicable GSO standard.

04

Register your product on the ESMA UAE Product Registration Portal — the registration number is required on customs documentation for import clearance, and the product must appear in the ESMA registry for customs officers to verify.

05

Verify the energy label design meets UAE requirements: the UAE label format (based on GSO template) includes the ESMA logo, the energy class indication (A to G), annual consumption figure, and supplementary performance parameters specified by the applicable standard — label artwork must be approved as part of the type approval process.

06

For GCC-wide market access: UAE ESMA registration is often the most demanding in the GCC; Saudi Arabia (SASO), Qatar (QS), and other GCC member states have parallel energy labelling frameworks but often accept UAE approval documentation — check with a local agent in each target GCC country.

07

Maintain records of type approval certificates, test reports, and registration documentation — ESMA market surveillance can request these at any time, and the records must be available for the duration the product is on the UAE market.

## Frequently asked questions

### Does UAE ESMA certification cover all GCC countries?

Not automatically — the UAE and other GCC countries each have their own national standards and registration processes. However, because GCC countries adopt GSO standards, the technical requirements and test standards are harmonised across the GCC. In practice, UAE ESMA type approval test reports are often accepted by other GCC national standards bodies (SASO in Saudi Arabia, QSTP in Qatar) as part of their local registration process, reducing the testing burden for multi-market GCC entry. Check with a local agent in each target country for the specific local registration requirements.

### What happens to products that don't meet the UAE MEPS?

Products that fail to meet the UAE minimum energy performance standards are prohibited from import and sale in the UAE. If non-compliant products are imported, UAE customs officials (coordinating with ESMA) can detain the goods at the border. If products already in the market are found to be non-compliant during ESMA market surveillance, they can be recalled, seized, and the importer or local agent fined. The UAE Customs authorities integrate with the ESMA product registry to identify non-registered or non-compliant consignments at the border.

### How long does ESMA type approval take?

UAE ESMA type approval timelines vary by product category and ESMA workload but typically take 4–12 weeks from complete documentation submission. Using a UAE local agent (required for most import registrations) and engaging an experienced regulatory consultant who knows ESMA's submission requirements can significantly reduce rejection-and-resubmission delays. For new product categories where the standard is recently published, ESMA may have longer review queues.

### Is there an equivalence route for products already certified to EU energy efficiency standards?

The UAE GSO standards for energy efficiency largely align with IEC and European test standards for many product categories. EU energy labelling test reports (based on EU Regulations' underlying IEC test methods) are often acceptable as technical support for UAE ESMA type approval, but the UAE/GSO label design, energy class scale, and supplementary parameters may differ from the EU label. A product with EU energy labelling must still go through UAE ESMA registration and apply the UAE-specific label format — EU CE marking or EU energy label alone is not sufficient for UAE market access.

**Disclaimer:** Educational resource only. ESMA product scope and registration requirements evolve as new categories are added. Consult a UAE regulatory consultant or local agent for current registration procedures for your product category.
