# UAE MOIAT ECAS Certification

The Emirates Conformity Assessment Scheme (ECAS), run by the Ministry of Industry and Advanced Technology (MOIAT), is the UAE's route for products under a specific technical regulation — cosmetics, detergents, food-contact materials, and other regulated categories. Unlike TDRA or EDE, ECAS is not a single uniform process: the testing, documentation, and certificate structure changes by scheme.

## ECAS sub-schemes

### General ECAS regulated products

MOIAT publishes a regulated-products sheet naming which product families sit under a specific UAE technical regulation. If your product family appears on it, you need an ECAS conformity certificate before market placement — not a general safety declaration.

### Cosmetics conformity

Cosmetics require an ECAS-style certificate supported by a test report to the applicable Gulf/UAE standard, a formula declaration, a free-sale certificate, a distributor agreement, GMP evidence, compliant artwork/labeling, a product safety report, and a certificate of analysis.

### Detergents control scheme

Cabinet Resolution No. 96 of 2024 established a dedicated UAE Scheme to Control Detergents. The legislation defines 'supplier' broadly — manufacturer, packager, processor, importer, warehouse, distributor, or representative — and ties market access to a certificate plus ECAS.

### Food-contact materials (partial coverage)

MOIAT operates an ECAS-based conformity route for some food-contact materials — most clearly evidenced for recycled plastics (rPET) — but a single, comprehensive food-contact-materials regulation with a full product list was not found in official sources. Treat coverage as evidenced but incomplete, and check MOIAT's regulated-products sheet for your specific material.

## ECAS certification workflow

01

Identify whether your product family appears on MOIAT's regulated-products sheet — this determines whether ECAS applies at all, and which specific scheme (general, cosmetics, detergents, food-contact) governs it.

02

Confirm you hold a valid UAE trade license — MOIAT requires this before it will process an ECAS application.

03

Commission testing at an accredited laboratory against the scheme's specified standard (Gulf/UAE standard for cosmetics, the applicable technical regulation for other categories).

04

Assemble scheme-specific documentation — this varies significantly: cosmetics need a formula declaration and GMP evidence; detergents need supplier-role documentation; general ECAS products need a technical file matched to the applicable regulation.

05

Submit the conformity certificate application to MOIAT along with the test report and documentation package.

06

MOIAT reviews the submission and, if satisfied, issues the ECAS conformity certificate.

07

Place the product on the UAE market — the certificate is the gating document customs and market surveillance will check for.

## Frequently asked questions

### How do I know if my product needs an ECAS certificate?

Check MOIAT's official regulated-products sheet, which lists the product schemes and requirements it administers. If your product family isn't listed there and doesn't fall under TDRA (telecom) or EDE (medical), it likely defaults to the Federal Product Safety Law as a general backstop rather than a specific ECAS scheme.

### Can I use a CE test report to support an ECAS application?

It depends on the scheme. Some ECAS categories reference Gulf or UAE-specific standards that don't map directly onto EN/CE test methods, so a CE report may need supplementing with scheme-specific testing rather than substituting for it outright. Confirm the required standard for your specific product category before assuming a CE report transfers.

### Are detergents regulated separately from general cosmetics/chemicals?

Yes. The UAE established a dedicated Scheme to Control Detergents under Cabinet Resolution No. 96 of 2024, separate from the cosmetics conformity route, even though the two categories can overlap commercially (soaps, personal-care cleansers).

### Does an ECAS certificate cover all seven emirates?

Yes — MOIAT is a federal ministry and ECAS certificates are valid nationwide. What still varies by emirate is business licensing (the trade license prerequisite) and, for some categories, local inspection or customs entry-point procedures.
