# UAE MoIAT Product Conformity Certificate: Pre-Shipment Inspection for Regulated Products

Before regulated goods can clear UAE Customs, MoIAT requires a Product Conformity Certificate issued by an accredited certification body in the country of manufacture. This guide explains who issues the certificate, which products are in scope, and how to get the PCC in place before your shipment departs.

## How the UAE PCC scheme works

### Product Conformity Certificate (PCC) purpose

MoIAT requires a PCC for products on its regulated goods list before they can clear UAE Customs. The certificate confirms conformity with applicable UAE or international standards, acting as a pre-shipment gate that prevents non-compliant goods from entering the market.

### Which products require a PCC

The MoIAT regulated goods list covers electrical and electronic products, toys, building materials, and other consumer categories. Some products overlap with ECAS (MoIAT) certification requirements, meaning both a PCC and an ECAS certificate may be required simultaneously.

### MoIAT-accredited certification bodies

PCCs must be issued by a MoIAT-accredited conformity assessment body — such as Bureau Veritas, SGS, Intertek, or TÜV — operating from the country of manufacture before shipment. Certificates issued by non-accredited bodies are not accepted by UAE Customs.

### Relationship with TDRA and ECAS

Some products require both a PCC (for customs clearance) and a TDRA type approval or ECAS certificate (for ongoing market sale). These are cumulative requirements, not alternatives. A product that clears Customs with a PCC still needs market authorisation to be sold to end customers.

## How to obtain a UAE Product Conformity Certificate

01

Check whether your product is on the MoIAT regulated goods list — the list is published on the MoIAT website and is updated periodically; verify by HS code and product description.

02

Contact a MoIAT-accredited certification body in your country of manufacture — they will review product test reports and technical documentation against the applicable UAE or GSO standard.

03

Submit the technical documentation package to the certification body: test reports from an ILAC-accredited laboratory, Declaration of Conformity, product specifications, and labeling samples.

04

Receive the Product Conformity Certificate — the certificate is issued per shipment or per product model depending on the scheme; ensure the certificate covers all models and variants included in the shipment.

05

Include the PCC with the customs clearance documentation when the shipment arrives at UAE ports — Customs will verify the PCC number against the MoIAT database before releasing goods.

## Frequently asked questions

### Which products require a UAE Product Conformity Certificate?

Products on the MoIAT regulated goods list require a PCC before UAE Customs clearance. The list includes electrical and electronic equipment, toys, building materials, and selected consumer goods. It is published on the MoIAT website and is updated periodically — always verify by HS code and product description before shipment.

### How is the PCC different from ECAS certification?

The PCC is a pre-shipment inspection certificate required for customs clearance — it confirms a specific shipment conforms with applicable standards. ECAS certification is a market access approval for the product model as a whole, required for ongoing sale in the UAE. Some products require both: the PCC to cross the border and an ECAS certificate to be sold legally in the market.

### Can one PCC cover multiple products?

This depends on the specific product scheme. Some PCC schemes issue certificates per shipment and can cover multiple product models in one consignment if all are listed on the certificate. Others require a separate certificate per product model. Confirm the applicable scheme with the accredited certification body before shipment.

### What happens if a product arrives without a valid PCC?

If a regulated product arrives at a UAE port without a valid PCC, Customs will detain the shipment. The importer must either arrange for retrospective certification (where permitted under the scheme) or return the goods to the country of origin. Repeated non-compliance can result in the importer being flagged for enhanced scrutiny on future shipments.
