# UAE TDRA Type Approval for Radio and Telecom Equipment

Any product with a radio or telecom function — Wi-Fi, Bluetooth, cellular, or dedicated RF hardware — needs TDRA type approval before it can be registered, sold, or distributed in the UAE. TDRA tiers products into three risk levels that set how much lab testing and documentation the approval requires, and gates commercial customs release on approval status.

## TDRA risk levels

### Level 1 — Low risk

Self-declaration or minimal testing against a technical data sheet. Applies to lower-risk radio/telecom equipment where the compliance evidence bar is lightest.

### Level 2 — Medium risk

Requires testing at an ILAC-accredited laboratory plus supporting technical documentation. Most Wi-Fi/Bluetooth consumer electronics and general RTTE fall here.

### Level 3 — High risk

Full ILAC-accredited testing and a comprehensive technical file. Reserved for higher-risk categories such as equipment interfacing directly with public telecom networks or higher-power transmitters.

## Type approval workflow

01

Register your company with TDRA as a telecom supplier — this is a prerequisite for filing any type approval application, not a step you can skip for a one-off shipment.

02

Determine the applicable risk level (1, 2, or 3) for the product category, which sets the testing and documentation bar.

03

Prepare technical documentation: a technical data sheet plus, for Level 2/3, an ILAC-accredited laboratory test report against the applicable RF and safety standards.

04

Submit the type approval application through TDRA's online service alongside the technical file.

05

TDRA reviews the compliance evidence and, if satisfied, issues a type approval decision.

06

Obtain TDRA customs release for import shipments — commercial customs clearance for telecom equipment is gated on TDRA approval status, not handled through general customs alone.

07

Check whether the product also needs separate spectrum authorization — type approval and spectrum licensing are related but distinct TDRA processes.

## Frequently asked questions

### Does a CE or FCC test report satisfy TDRA requirements?

TDRA requires evidence from ILAC-accredited laboratories for Level 2 and Level 3 products. Many CE/RED and FCC test reports come from ILAC-accredited labs already, in which case they can often be reused or referenced, but the underlying test standards and the accreditation scope must match what TDRA expects — confirm before assuming a report transfers directly.

### What's the difference between TDRA type approval and TDRA customs release?

Type approval is the product-level compliance decision. Customs release is a separate, shipment-level step that confirms the specific import is tied to an approved, registered supplier before goods clear UAE customs. A product can be type-approved and still get held up if the shipment's customs release paperwork isn't in order.

### Do I need a UAE entity to register as a TDRA supplier?

TDRA supplier registration is built around companies operating in or importing into the UAE — in practice this means a UAE trade license (mainland or free zone) or a licensed local representative handling the registration and application on your behalf.

### Is spectrum authorization the same as type approval?

No. Type approval certifies the equipment meets TDRA's technical requirements. Spectrum authorization is a separate check on whether the frequency band the device operates in requires an additional license to operate in the UAE, and is only relevant for some wireless equipment.
