# UK Import VAT and Postponed VAT Accounting

Import VAT is due on nearly every hardware shipment entering the UK, but how and when you pay it makes a real cash-flow difference. Postponed VAT Accounting (PVA) lets a VAT-registered importer declare and reclaim import VAT on the same return instead of paying it upfront at the border and waiting to reclaim it later.

## Why import VAT treatment matters for hardware sellers

### Import VAT applies regardless of duty status

Import VAT is generally due on the customs value of goods entering the UK even where no customs duty applies — a common point of confusion for hardware importers who assume a duty-free tariff line means no VAT either.

### The traditional approach ties up cash

Without postponed accounting, import VAT is typically paid (often via a freight forwarder or duty deferment account) at the point of import and then reclaimed as input VAT on a later VAT return — a gap that can tie up meaningful working capital for a business importing hardware regularly.

### PVA closes that gap

Postponed VAT Accounting lets a VAT-registered business account for import VAT on its VAT return instead of paying it at the border, declaring the same amount as both output and input VAT in the same return where full recovery applies — effectively cash-flow neutral for most compliant traders.

## How PVA works in practice

### Election is made at the point of customs declaration

To use PVA, the importer or their customs agent indicates postponed accounting on the customs declaration for the relevant shipment — it is not automatic and needs to be selected consistently for shipments you want to postpone.

### The monthly PIVA statement is your evidence

HMRC generates a monthly Postponed Import VAT Statement (PIVA) showing the import VAT postponed for the period — this statement is the primary record used to complete the VAT return, not the customs entry paperwork itself.

### Full recovery is not automatic

PVA determines how import VAT is accounted for, not whether it can be recovered — normal input VAT recovery rules still apply, so a business making exempt supplies or with partial recovery restrictions needs to apply those rules to the postponed amount as they would to any other input VAT.

## Setting up postponed accounting for hardware imports

01

Confirm your business is UK VAT-registered and elect to use PVA on relevant customs declarations, working with your customs agent or freight forwarder to ensure it is selected consistently.

02

Access your monthly PIVA statement through your Government Gateway account and reconcile it against your actual shipments each period.

03

Report the postponed import VAT figure correctly on your VAT return, in both the output and input VAT boxes, following current HMRC guidance for the specific return boxes involved.

04

Apply your normal input VAT recovery position to the postponed amount — full recovery, partial exemption, or restriction rules apply the same way they would to any other import VAT.

05

Keep PIVA statements and underlying customs documentation as part of your VAT records in case of an HMRC compliance check.

## Frequently asked questions

### Is Postponed VAT Accounting mandatory?

No, it is optional. A UK VAT-registered importer can choose to use PVA or continue paying import VAT at the point of import (or via a duty deferment account) and reclaiming it later in the normal way. PVA is generally more cash-flow-friendly for regular importers.

### Does PVA change how much VAT I owe overall?

No. PVA changes when and how import VAT is accounted for — declared and reclaimed on the same VAT return rather than paid upfront and reclaimed later — not the underlying amount of VAT due or your entitlement to recover it.

### Can a business that isn’t VAT-registered use PVA?

No. Postponed VAT Accounting is only available to businesses registered for UK VAT, since it works through the VAT return mechanism. A non-VAT-registered importer pays import VAT through the standard border process without the option to postpone it.

### What happens if my PIVA statement doesn’t match my shipment records?

Discrepancies should be investigated and reconciled before filing your VAT return — using an unreconciled PIVA figure risks an inaccurate VAT return. Persistent mismatches are usually worth raising with your customs agent or HMRC directly.
