# UK Lifts Regulations: UKCA Marking, Approved Body Requirements, and Safety Compliance

Lifts installed in Great Britain are subject to the UK Lifts Regulations 2016 — one of the few UK product regulations where Approved Body involvement is always mandatory. CE marking is accepted as an alternative, but any manufacturer seeking UKCA marking must engage a UK Approved Body. This guide clarifies the conformity assessment routes, documentation requirements, and the separate LOLER ongoing inspection obligations that building owners must meet.

**Marking:** UKCA (Machinery)

### Platform lifts and stairlifts

**Regulation:** UK Lifts Regulations 2016 or Machinery Regulations depending on design and speed

**Approved Body:** Verify which regulation applies based on speed and use

**Marking:** UKCA

### Safety components for lifts

## Conformity assessment modules

EU Module B + D (UK equivalent)Type-examination by Approved Body plus production quality assurance. Most common route for UK lifts.

EU Module B + F (UK equivalent)Type-examination plus product verification by Approved Body. Used where Module D is not preferred.

EU Module G (UK equivalent)Unit verification — Approved Body examines each individual lift installation. Used for bespoke/one-off lifts.

EU Module H (UK equivalent)Full quality assurance — Approved Body audits the manufacturer's entire quality management system.

## LOLER: ongoing periodic examination obligations

Lifts installed in premises in England, Wales, and Scotland must undergo periodic examination under the Lifting Operations and Lifting Equipment Regulations 1998 (LOLER)

Thorough examination by a competent person at least every 6 months for lifts carrying persons

The installer/manufacturer's UKCA compliance does not substitute for LOLER periodic examination — these are separate obligations

Examination reports must be kept and made available to inspectors

Building owners and occupiers (not the lift manufacturer) bear responsibility for LOLER ongoing examination

## Frequently asked questions

### Can I use an EU Notified Body's type-examination certificate for UKCA marking on lifts?

No. For UKCA marking under UK Lifts Regulations, the conformity assessment must be carried out by a UK Approved Body. An EU Notified Body's certificate is not transferable to UKCA. If you have a CE marking type-examination certificate from an EU Notified Body, you will need to commission a UK Approved Body to repeat or accept the assessment for UKCA purposes. Some UK Approved Bodies will accept EU test evidence as a basis for their own assessment, but they must issue their own UK certificate.

### Is CE marking accepted for lifts in Great Britain?

CE marking continues to be accepted for lifts in Great Britain as an alternative to UKCA. The UK government has confirmed CE recognition for lifts. However, manufacturers pursuing the UKCA route must use a UK Approved Body. The practical implication: new installations can use either CE or UKCA, but if a UK Approved Body was not involved, CE marking is the route. If you specifically want UKCA, a UK Approved Body must be involved from the outset.

### What documentation must be supplied with a lift installation?

The lift installer must provide: UK Declaration of Conformity (or CE DoC); instruction handbook covering installation, commissioning, adjustment, maintenance, and inspection; maintenance logbook; wiring diagrams; full technical file retained for 10 years. For building owners, the documentation needed to comply with LOLER ongoing examination obligations must also be provided, including design loads and speeds.
