# UK Packaging Extended Producer Responsibility Guide

UK Packaging Extended Producer Responsibility (EPR) places obligations on businesses that supply or import packaging. Producers must register, report packaging data, and finance recycling obligations proportional to their market share of packaging placed on the UK market.

## Compliance process

### Determine if you're a producer

Assess whether your business activities trigger packaging EPR obligations. Consider all activities: own-brand supply, importing, service provision, and marketplace operations.

### Calculate packaging tonnage

Calculate the total weight of packaging you handle annually. This determines your obligations: over 50 tonnes and £2M+ turnover = full obligations; lower thresholds may have reduced requirements.

### Register and join compliance scheme

Register as a packaging producer with your environment agency. Large producers must join a compliance scheme; small producers may register directly with reduced obligations.

### Collect and report data

Collect detailed packaging data by material type (plastic, paper, glass, aluminum, steel, wood, fiber-based composites, other). Report data to your compliance scheme or environment agency.

### Meet recycling obligations

Finance recycling of packaging waste equivalent to your market share obligation. Compliance schemes manage this for their members; direct registrants must make their own arrangements.

## Packaging data reporting

Producers must collect and report detailed packaging data. This includes packaging handled at different supply chain stages: primary (sales packaging), secondary (grouped packaging), tertiary (transport packaging), and transit packaging.

Data must be reported by material type: plastic, paper/cardboard, glass, aluminum, steel, wood, fiber-based composites, and other materials. Accurate data collection is essential for calculating recycling obligations.

Large producers typically report data quarterly to their compliance scheme. Small producers may have annual reporting requirements. Records must be maintained for at least 7 years.
