# UK Recreational Craft Regulations: Pleasure Boats and Personal Watercraft Compliance

Pleasure boats, sailing yachts, motorboats, and personal watercraft (jet skis) placed on the Great Britain market must comply with UK Recreational Craft Regulations 2017. Design category certification, noise emission limits, exhaust emission testing, and stability assessments make this one of the more testing-intensive product compliance regimes in UK law.

## Design categories A–D

CategoryWind (Beaufort)Wave HeightConditions

Category A — OceanAbove Beaufort 8Above 4mSelf-sufficient for extended voyages in extreme conditions

Category B — OffshoreUp to and including Beaufort 8Up to and including 4mVoyages in high sea states and strong winds

Category C — InshoreUp to and including Beaufort 6Up to and including 2mSheltered coastal waters, large bays, large estuaries, lakes and rivers

Category D — ShelteredUp to and including Beaufort 4Up to and including 0.3mSmall lakes, rivers, canals, and protected areas

## Essential requirements overview

Design and construction: Craft must be designed and constructed to withstand the conditions of their design category without compromising safety

Stability and freeboard: Adequate stability for the design category; freeboard must ensure safe operation in category conditions

Buoyancy and floatation: Craft must remain afloat and stable after flooding; buoyancy requirements depend on design category

Engine and fuel systems: Engine installation must prevent fire and flooding risk; fuel systems must prevent leakage and minimise fire risk

Noise emissions: Maximum sound power level limits (dB(A)) vary by engine type and hull form. Testing to ISO 14509 series required

Exhaust emissions (CO, HC, NOx, PM): Petrol and diesel engines must meet emission limits. Testing to ISO 8178 series for diesel; specific petrol engine standards apply

## Frequently asked questions

### Is CE marking still accepted for recreational craft in Great Britain?

Yes. CE marking continues to be accepted in Great Britain for recreational craft and personal watercraft. The UK Recreational Craft Regulations 2017 (as retained EU law) allow CE-marked craft to be placed on the GB market. Manufacturers can choose between CE (accepted in both GB and EU) and UKCA (GB only). For craft sold in both markets, CE marking is the practical choice as it avoids the need for separate UKCA assessment.

### What is the responsibility of a private importer under UK Recreational Craft Regulations?

A 'private importer' is a person who imports a non-CE/UKCA recreational craft for personal use (e.g., building their own boat abroad or importing a non-compliant craft). Private importers must carry out a conformity assessment before using the craft, affix the UKCA marking, and issue a Declaration of Conformity. In practice, this means engaging a UK Approved Body or a qualified person to assess conformity. The UK Responsible Person role does not apply in the same way as for commercial supply.

### Do second-hand recreational craft need UKCA or CE marking in the UK?

Generally no. UKCA and CE marking apply to new craft placed on the market for the first time. Second-hand craft that were already on the UK or EU market before Brexit do not need to be re-marked. However, if a second-hand craft undergoes a major conversion that changes its original design category, intended use, or propulsion characteristics, the converter may be treated as the manufacturer and must comply with the Regulations.
