# UK Single-Use Plastics Regulations: Restrictions, Exemptions, and Business Obligations

The UK has progressively banned a range of single-use plastic items. England's 2023 expansion added plates, cutlery, and polystyrene containers to the earlier prohibitions on straws, stirrers, and cotton buds. Scotland and Northern Ireland operate under partly different rules. Understanding what is restricted, what is exempt, and how enforcement works is essential for any business supplying food service or packaged consumer goods.

## Business obligations

01

### Audit your packaging and product supply chain

Identify all single-use plastic items supplied with or as part of your product. Restrictions apply to supply — not just sale.

02

### Find compliant alternatives for restricted items

Paper, cardboard, bamboo, and other natural materials are common substitutes. Verify they do not trigger other regulations (e.g., food contact material regulations).

03

### Update supply agreements and specifications

If you supply restricted single-use plastic items to businesses (B2B supply), ensure your contracts reflect the prohibition. You cannot supply prohibited items even to other businesses.

04

### Train customer-facing staff

Staff must understand that they cannot supply prohibited items even if a customer requests them. Exceptions for medical/accessibility uses must be managed with documented processes.

## Frequently asked questions

### Do UK single-use plastics restrictions apply to Northern Ireland?

Northern Ireland has its own single-use plastics regulations aligned with the EU Single-Use Plastics Directive (which Northern Ireland must follow under the Windsor Framework provisions). Scottish and Welsh regulations may also differ from England's. Always verify which rules apply to your specific market — the UK single-use plastics regime is devolved and not uniform across all four nations.

### Does the UK Plastic Packaging Tax affect single-use plastic packaging?

Yes, but the Plastic Packaging Tax and single-use plastics restrictions are separate obligations. The Plastic Packaging Tax applies to plastic packaging components that are manufactured in or imported into the UK with less than 30% recycled plastic content — it is a tax on non-recycled plastic packaging. The single-use plastics restrictions are prohibitions on supply of specific items. Both may apply simultaneously to the same product. A single-use plastic tray might be prohibited under the restrictions and also subject to Plastic Packaging Tax.

### Are there exemptions for medical or disability use?

Yes. Plastic straws remain available for medical and accessibility needs — they may be supplied to hospitals, care homes, and individuals with disabilities on request. Supply must be in line with the exemption conditions. Businesses should not publicly display restricted items but can supply them appropriately under the exemption. Document your exemption use policy.
