# UKCA Marking for LED Lighting and Luminaires: Ecodesign, EMC, and Safety Compliance

LED lighting for the Great Britain market sits at the intersection of four regulatory frameworks: UK Ecodesign energy efficiency requirements, energy labelling, EMC, and electrical safety. Each has its own documentation obligations, registration requirements, and compliance timelines. Getting the energy label wrong — or missing the UK product database registration — can block retail listings before a single unit is sold.

## Applicable UK regulations for LED lighting

### UK Ecodesign for Energy-Related Products Regulations (SI 2021/745)

**Requirements:** Minimum energy efficiency, luminous efficacy, lumen output, chromaticity, power factor, standby power limits

**Compliance evidence:** No separate mark — compliance evidenced in technical documentation

### UK Energy Information Regulations 2011 (as amended)

**Requirements:** Energy label required at point of sale (online and physical retail) showing energy efficiency class A–G

**Compliance evidence:** Energy label affixation — format specified by UK regulations

### Electromagnetic Compatibility Regulations 2016

**Requirements:** Limits on conducted and radiated emissions; immunity requirements

**Compliance evidence:** UKCA (CE accepted in GB)

### Electrical Equipment (Safety) Regulations 2016

**Requirements:** Protection against electric shock, thermal, and other electrical hazards

**Compliance evidence:** UKCA (CE accepted in GB)

### UK RoHS Regulations 2012

**Requirements:** Restriction of lead, mercury, cadmium, hexavalent chromium, PBB, PBDE, DEHP, DBP, BBP, DIBP in electrical equipment

**Compliance evidence:** No separate mark — covered in UKCA DoC

## Ecodesign parameters: what gets tested

ParameterUK RequirementTest Standard

Luminous efficacyMinimum efficacy thresholds (lm/W) depend on lamp type. LED lamps: typically ≥85 lm/W for most categories. Check current SI thresholds.EN 13032-1, EN 62612

Power factorLamps >2W: power factor ≥0.9 for directional lamps; ≥0.5 for non-directional. Higher wattage products have stricter requirements.EN 61000-3-2

Colour rendering index (CRI)Minimum CRI Ra ≥80 for general purpose lampsCIE 13.3-1995

Standby powerNetworked LED lamps: standby power ≤0.5WEN 50564

Flicker and stroboscopic effectsFlicker percent and Pst LM values must be disclosed. Short-term flicker ≤35% for general purpose lamps.IEC TR 61547-1

Always verify current minimum performance requirements against SI 2021/745 and any subsequent amendments.

## Compliance steps for LED lighting

01

### Classify the product under UK Ecodesign and Energy Labelling

Identify which Ecodesign implementing regulation applies to your LED lamp or luminaire category. Not all lighting products are in scope — verify product category and wattage thresholds.

02

### Conduct performance testing

Commission photometric testing (lumen output, efficacy, CRI, colour temperature, flicker) and electrical safety testing at an accredited laboratory. Gather EMC test reports.

03

### Prepare technical product documentation for Ecodesign

Ecodesign compliance requires a technical documentation file including measured performance data, calculation methods used, and product identification.

04

### Create Energy Label artwork

Generate the correct A–G energy label format for UK market. Upload product data to the UK Energy Label Product Database (EPLPD) before placing on the market.

05

### Compile UKCA technical file and sign UK DoC

Combine Ecodesign documentation with EMC and LVD test reports. Sign UK Declaration of Conformity referencing all applicable UK regulations and designated standards.

## Frequently asked questions

### Does the UK Energy Label use the same A–G scale as the EU?

The UK adopted the rescaled A–G energy label format (same as the EU's 2021 rescaled labels) for lighting products. The scale and format are the same as the EU new scale. However, the product database and registration process differ — the UK uses the UK Energy Label Product Database (EPLPD) on gov.uk, not the EU EPREL database. You must register lighting products in both databases separately if selling in both markets.

### Do smart LED lighting products (app-controlled, connected) need PSTI compliance?

Smart LED lamps and luminaires with Wi-Fi, Bluetooth, or Zigbee connectivity sold to consumers in the UK are subject to PSTI Act requirements. The PSTI minimum security requirements apply to connected consumer products — a smart bulb controlled via a smartphone app is a consumer connectable product for PSTI purposes. You must issue a Statement of Compliance before placing on the GB market.

### What is the mercury content requirement for LED lamps?

LED lamps do not contain mercury (unlike fluorescent lamps). RoHS restrictions on mercury apply to LED lamps as electronic components, but there are no mercury exemptions needed for LED technology itself. The RoHS restriction that matters most for LED products is lead solder — black-mount LED assemblies may use lead-free solder to comply, or rely on the RoHS Annex III exemptions for specific solder applications in high-reliability electronics.
