## Wi-Fi Alliance certification: what manufacturers need to understand

### Wi-Fi CERTIFIED™ Is a Voluntary Industry Mark — Not a Regulatory Requirement

Wi-Fi Alliance certification is entirely voluntary from a US regulatory standpoint. FCC equipment authorization (Part 15) is the legal requirement for selling a Wi-Fi device in the US — Wi-Fi CERTIFIED is an industry interoperability and security mark. However, 'voluntary' is relative: enterprise procurement specifications, carrier device approval processes, and major retail channel requirements frequently mandate Wi-Fi Alliance certification as a condition of listing. For devices targeting enterprise IT buyers or carrier distribution, certification is effectively mandatory commercially even when not legally required.

### Key Certification Programs: Wi-Fi 6, Wi-Fi 6E, Wi-Fi 7, WPA3

Wi-Fi CERTIFIED 6 covers 802.11ax devices operating in 2.4 GHz and 5 GHz bands. Wi-Fi CERTIFIED 6E extends to the 6 GHz band (opened for unlicensed use in the US by FCC Report and Order in ET Docket No. 18-295, April 2020). Wi-Fi CERTIFIED 7 covers 802.11be (multi-link operation, 320 MHz channels, 4K-QAM). On the security side, WPA3-Personal (SAE handshake replacing PSK) and WPA3-Enterprise (192-bit security suite for sensitive environments) are now baseline requirements for enterprise procurement; WPS (Wi-Fi Protected Setup) is being deprecated across program requirements due to known vulnerabilities.

### The 6 GHz Band: FCC Part 15 Unlicensed and Power Classes

The FCC's April 2020 order (ET Docket No. 18-295) opened 1,200 MHz of spectrum in the 6 GHz band (5.925–7.125 GHz) for unlicensed use under Part 15. Three power classes apply: Standard Power (up to 36 dBm EIRP, requires AFC — Automated Frequency Coordination — to protect incumbents), Low Power Indoor (up to 30 dBm EIRP, no AFC required, indoor use only), and Very Low Power (up to 14 dBm EIRP, any location). Wi-Fi 6E devices operating at Standard Power must connect to an FCC-approved AFC system before transmission. Device firmware must enforce AFC compliance — this is an FCC equipment authorization condition, not just a Wi-Fi Alliance requirement.

### The ATL System: Authorized Test Laboratories

Wi-Fi Alliance does not conduct testing directly. Certification testing is performed by Authorized Test Laboratories (ATLs) — third-party labs that Wi-Fi Alliance has authorized to administer certification test plans. ATL authorization is program-specific: a lab may be authorized for Wi-Fi 6 testing but not yet for Wi-Fi 7. The current ATL list is maintained on the Wi-Fi Alliance website. Engaging a non-ATL lab for pre-compliance testing is fine, but the formal certification submission must come through an ATL. Test plans (TP-) are publicly available from Wi-Fi Alliance and define the exact test cases required for each program.

### Member vs. Non-Member Certification Path

Wi-Fi Alliance membership is tiered. Contributor members have full voting rights and access to draft specifications. Adopter members (approx. $10,000–$15,000/year as of 2024 — verify current fees with Wi-Fi Alliance) can certify products. Non-members can certify products by working through a member company that sponsors their certification, paying a higher per-product fee. The economics differ: a company shipping a single product may find the sponsored path cheaper; a company with a product portfolio benefits from direct membership. Note that the Wi-Fi CERTIFIED trademark license is a separate agreement from membership and must be executed before using the mark on packaging.

### Recertification Triggers

Wi-Fi Alliance programs version over time as specifications are updated and mandatory features change. When a program version update makes previously optional features mandatory, products certified under the prior version may need recertification to carry the Wi-Fi CERTIFIED mark for that program. Additionally, if a product's Wi-Fi chipset or firmware changes in a way that affects certification-relevant behavior, the certification may be invalidated. Wi-Fi Alliance's certification ID system allows tracking of which product configurations are covered by a given certification — scope changes require a re-evaluation.

## Wi-Fi Alliance certification process

Determine which Wi-Fi Alliance certification programs are commercially required for your target markets. Enterprise and carrier channels commonly require Wi-Fi CERTIFIED 6 or 7, WPA3-Personal, and WPA3-Enterprise as baseline. Identify whether Wi-Fi 6E (6 GHz) is in scope — this adds FCC AFC compliance requirements beyond the certification itself.

Decide on membership path: join Wi-Fi Alliance as an Adopter member for ongoing product certification, or use a member sponsor for a one-off or low-volume launch. Verify current membership fees and per-certification costs directly with Wi-Fi Alliance — these change periodically.

Engage an ATL from Wi-Fi Alliance's authorized lab list that is authorized for your specific certification programs. Request a pre-test meeting to review the applicable test plans (TP- documents) and confirm your device's configuration against the test requirements. ATL capacity can be limited for new programs like Wi-Fi 7 — start engagement early.

Submit your device for ATL testing. Testing covers interoperability (device works correctly with reference devices from other vendors) and conformance (device implements the protocol correctly). Failures at this stage require root-cause analysis in firmware or hardware and retesting — budget at least one full test cycle contingency.

Receive your Wi-Fi Alliance Certification ID upon successful testing. The Certification ID is the authoritative reference for your product's certification scope and must be included in FCC filings when the Wi-Fi module's certification is part of your FCC equipment authorization strategy.

Execute the Wi-Fi CERTIFIED trademark license agreement with Wi-Fi Alliance. The license governs where and how the Wi-Fi CERTIFIED logo and the Wi-Fi logo (separate trademark) may appear on packaging, product, and marketing materials. Unauthorized use of these trademarks is a separate liability from the certification program itself.

No — it is not a legal requirement. The legal requirement for selling a Wi-Fi device (or any intentional radiator) in the US is FCC equipment authorization under 47 CFR Part 15, which Wi-Fi Alliance certification does not substitute for or satisfy. Wi-Fi CERTIFIED is a voluntary industry interoperability and security mark. However, major retail chains, enterprise IT buyers, and mobile carriers routinely require Wi-Fi Alliance certification as a condition of stocking or approving devices. In the consumer market, the absence of Wi-Fi CERTIFIED is increasingly a red flag for buyers evaluating security posture, particularly post-WPA3. ### What's the cost of Wi-Fi Alliance certification?

Costs vary by membership tier, number of programs, and whether testing reveals failures requiring retest cycles. Adopter membership runs approximately $10,000–$15,000 per year (verify with Wi-Fi Alliance for current rates). Per-product certification fees are paid to the ATL and to Wi-Fi Alliance separately — ATL fees vary by lab and program scope but a complete Wi-Fi 6 + WPA3 certification suite at a major ATL typically runs $15,000–$40,000 for a straightforward device. Retest cycles add cost. Budget a minimum of $25,000–$60,000 all-in for a first certification, plus ATL lead time that can run 8–16 weeks for newer programs with limited ATL capacity.

### How does Wi-Fi 6E certification differ from Wi-Fi 6?

Wi-Fi CERTIFIED 6E is a superset of Wi-Fi CERTIFIED 6 that adds mandatory 6 GHz band support. From a test perspective, Wi-Fi 6E testing covers 6 GHz band interoperability and conformance in addition to the 2.4 GHz and 5 GHz cases covered by Wi-Fi 6. From a regulatory perspective, 6 GHz operation under FCC Part 15 adds complexity: Standard Power devices must implement AFC, and the firmware must refuse to transmit in the 6 GHz band without a valid AFC authorization from an FCC-approved AFC system. The ATL will test AFC enforcement behavior. This is a firmware-level requirement — the AFC integration must be designed into the device, not added as an afterthought.

### Does using a pre-certified Wi-Fi module mean I don't need Wi-Fi Alliance certification?

Using a pre-certified Wi-Fi module (e.g., a Qualcomm, Mediatek, or third-party module that already holds a Wi-Fi Alliance Certification ID) does not automatically pass that certification to your end product. Wi-Fi Alliance certification is granted to a specific product configuration — if your end product changes the software stack, antenna configuration, or operational parameters compared to the certified module reference design, the module's certification does not transfer. You may be able to submit an End Product Declaration that inherits from the module's QDID-equivalent certification ID under Wi-Fi Alliance's program rules, but this requires formal submission and review. Confirm the inheritance scope with Wi-Fi Alliance before assuming coverage.
