Hong Kong runs its own radio equipment certification system, built around the Telecommunications Ordinance (Cap. 106) and administered day to day by the Office of the Communications Authority (OFCA) on behalf of the Communications Authority (CA). It looks nothing like the EU's CE marking, the FCC's US authorization, or mainland China's SRRC/CCC regime, and it carries no mutual recognition with any of them — a product certified elsewhere carries no certification status in Hong Kong until it is independently confirmed here. The system splits into two genuinely different tracks: a Voluntary Certification Scheme (VCS) covering most equipment through manufacturer self-declaration, and a Compulsory Certification Scheme (CCS) requiring full type-approval before specific equipment — led today by Wi-Fi 6E and Wi-Fi 7 access points operating in the 5.925-6.425 GHz band — can be sold at all.
