Hong Kong OFCA Radio Equipment Certification: VCS, CCS, and the HKCA Specification System

Hong Kong runs its own radio equipment certification system, built around the Telecommunications Ordinance (Cap. 106) and administered day to day by the Office of the Communications Authority (OFCA) on behalf of the Communications Authority (CA). It looks nothing like the EU's CE marking, the FCC's US authorization, or mainland China's SRRC/CCC regime, and it carries no mutual recognition with any of them โ€” a product certified elsewhere carries no certification status in Hong Kong until it is independently confirmed here. The system splits into two genuinely different tracks: a Voluntary Certification Scheme (VCS) covering most equipment through manufacturer self-declaration, and a Compulsory Certification Scheme (CCS) requiring full type-approval before specific equipment โ€” led today by Wi-Fi 6E and Wi-Fi 7 access points operating in the 5.925-6.425 GHz band โ€” can be sold at all. This book is a complete, standalone reference for Hong Kong radio equipment compliance โ€” from the legal foundations of the Telecommunications Ordinance and OFCA's role, through the VCS/CCS determination method, the HKCA specification system and two-stage type-approval process, technical file construction and CB/RTA selection, import/export permits and Radio Dealer Licensing, the Class Licence framework for short-range devices, the Wi-Fi 6E/7 compulsory labelling regime, mobile and CPE certification, frequency bands and spectrum policy in depth, and enforcement and market surveillance. Written for compliance leads, importers, and product managers bringing radio equipment to the Hong Kong market, it takes the same first-principles-to-practical approach as the companion course, organized so you can read it start to finish before a launch, or use it as a working reference once your own certification project is already underway. Eight appendices document the downloadable tools that accompany this material, and a full ninety-day action plan closes the book with a concrete starting sequence for your own compliance work.
